Material examined. Holotype ♀: México, Veracruz; Est. Biol. Trop. Los Tuxtlas, C 3, MT-II, Pte- Aula- Lab. EBTLT, 13.V–16.VI.2013, leg. M. Madora ( UNAM).

Paratypes: 1 ♀ —same data as for holotype. Badly damaged, metasoma missing, in glue ( UNAM) ; 1 ♀ Tamaulipas, Tula, Ejido Acahuales, B. Quercus, 1400 m , 10–28.X.2016, leg. E. Ruiz Cancino ( UAT) .

Description. Female. Fore wing length 2.3–2.8 mm.

Face medially 0.9 × as wide as high; face finely pustulate-papillate, eyes densely setose, dorsal ridge of face inbetween antennal sockets without a median prominence; face in profile evenly rounded, edge of clypeus slightly impressed, antennal sockets on a shelf but shelf not particularly high (Hw/Fp = 7.1); subocular sulcus faint, nearly straight; maxillary palp long, reaching to about middle of mesopleuron reaching to about epicnemial carina. In dorsal view, head posteriorly moderately concave, temples distinct, about 0.3 × eye width, posterior ocellus separated from eye by 1.0 × ocellar diameter, anterior ocellus separated from eye by 1.8 × ocellar diameter, lacking ocellar-ocular grooves. Minimum distance between antennal sockets about 2/3 diameter of socket; antenna long and slender, about as long as body, with 31–32 elongate flagellomeres which gradually shortening towards apex; basal flagellomere 4.2 × as long as wide and about as long as scape; scape in frontal view slightly concave on lateral surface, slightly convex on inner surface.

Mesosoma smooth and polished, mesoscutum finely pustulate with hairs; mesoscutum lacking notauli; in profile, scutellum somewhat high, metapleuron slightly convex; propodeum coriaceous, with posterior transverse carina present between lateral longitudinal carinae, median longitudinal carinae strong, stubs of lateral longitudinal carinae reach spiracles, spiracles medium-sized.

Legs moderately broad; coxa polished, femur faintly coriaceous, tibia and tarsus granulate-coriaceous; hind coxa 1.2 × as long as first tergite, hind femur stout, 2.9–3.1 × as long as high, hind tibia 3.8–4.0 × as long as apically wide; tibiae without clear spine-like setae.

Wings not particularly narrow; fore wing with areolet open, vein Rs slightly upcurved; pterostigma strongly asymmetrical, Rs+2 r meeting stigma at apical third; nervulus postfurcal; hind wing with nervellus not intercepted.

First tergite apically widening, 1.2–1.5 × as long as apically wide; coriaceous, with two posteriorly almost complete sinuous median longitudinal carinae, with transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite 0.8–0.9 × as long as apically wide; evenly coriaceous, with transverse impressions originating at about middle of tergite, sloping posteriorly behind second thyridia, gently meeting centrally; basal thyridia oval-rectangular, contrastingly coloured, second thyridia rounded-oval raised and smooth areas. Third tergite coriaceous smoothly; basal thyridia small, oval, contrastingly coloured, second thyridia small, slightly raised and polished roundish areas at about middle of tergite. Remaining tergites smooth and almost polished, with coriaceous microsculpture. Ovipositor thin, straight, without dorsal notch; sheaths with setae similar to other metasomal setae.

Body largely setose except pronotum, mesopleuron and metapleuron; setae scattered on propodeum, basal tergites, and posterior sides of coxae.

Yellowish-creamy except antennae dorsoapically, interocellar area, temples partly, occiput, pronotum dorsally, mesopleuron anterodorsally, mesoscutum except yellow patches at anterolateral margins and whole course of notauli (if they were impressed), scutellum, metapleuron, propodeum, metasoma except sternites and basal thyridia, hind coxa apically, hind femur apically, hind tibia basally and dorsoapically, hind tarsus apically, brown to dark brown; mouthparts, inner orbits from about antennal sockets to posterior ocelli, propleuron, pronotum ventrally, tegula, subalar prominence, sternites, fore and mid coxae, trochanters, trochantelli and femora creamy white to creamy.

Male. Unknown.

Biology. Hosts unknown.

Distribution. Mexico (Tamaulipas, Veracruz).

Etymology. Named after the type locality, state Veracruz ( Mexico).

Comments. Compared with the other species that have completely papillate face, antennal sockets usually on a distinct but low shelf, setose eyes and second tergite with a posterior transverse groove, pterostigma strongly asymmetrical, unlike in O. minor and O. nicaraguensis ; mesoscutum with ‘shoulder stripes’ indistinct, areolet open and eyes densely setose, unlike in O. wahlbergi ; metapleuron fuscous and basal flagellomere about 4.0 × as long as wide, unlike in O. pictus .
