Material examined. Holotype ♀: México, Hidalgo, Huasca de Ocampo , rancho Sta.Elena, MT3, 25.XI–26.XII.2005, leg. A.Contreras et al. ( UNAM).

Description. Female. Fore wing length 3.4 mm.

Face medially 1.3 × wider than high; face pustulate and horizontally strigose, eyes not setose, dorsal ridge of face inbetween antennal sockets without a median prominence; face profile nearly straight, edge of clypeus slightly impressed, margin straight; head transverse, antennal sockets not on a distinct high shelf (Hw/Fp = 7.3); subocular sulcus slightly bent towards occiput; maxillary palp reaching beyond fore coxa. In dorsal view, head posteriorly moderately concave, temples well developed, about 0.45 × eye width, posterior ocelli distant from eye by 1.1 × ocellar diameter, anterior ocellus separated from eye by 2.1 × ocellar diameter, ocellar-ocular grooves not developed. Minimum distance between antennal sockets about 2/3 of the socket diameter; antenna slender, with 35 elongate flagellomeres which gradually slightly shortening towards apex of antenna; basal flagellomere 1.8 × as long as wide and about 1/2 as scape; scape curved, in frontal view slightly concave on lateral surface, convex on inner surface.

Mesosoma smooth, polished; mesoscutum with notauli, propodeum with some microsculpture; in profile, scutellum not particularly high, metapleuron slightly convex; propodeum with carinae weak, posterior transverse carina present between lateral longitudinal carinae, median longitudinal carinae absent; lateral longitudinal carinae present posterior to spiracles, spiracles medium-sized.

Legs moderately stout, hind leg massive; coxae and femora polished, tibiae and tarsi coriaceous-granulate; hind coxa 0.9 × as long as first tergite, hind femur 3.3 × as long as maximum depth, hind tibia 4.2 × as long as apical width; tibiae with scattered spine-like setae; hind claws enlarged.

Wings comparatively narrow; fore wing with areolet closed, wide, pentagonal, second recurrent vein (2m-cu) meeting areolet at apical 0.8; vein Rs straight; hind wing with nervellus intercepted below.

First tergite elongate and almost parallel-sided, 2.5 × as long as apically wide; coriaceous, median longitudinal carinae incomplete or present as weak wrinkles; transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite 1.4 × as long as apically wide; rugose, with anterolateral diagonal impressions connected with more shallow angular posterior transverse groove, forming a somewhat oval uplifted median area; thyridia indfistinct. Third tergite coriaceous basally, sculpture towards posterior edge smooth- er. Reminder of metasoma smooth and polished. Ovipositor thin, nearly straight, without subapical dorsal notch; ovipositor sheath pointed, with moderately long, backwards-directed curved setae.

Body largely setose except eyes, pronotum, mesopleuron, metapleuron, scattered on propodeum and posterior sides of coxae and femora.

Reddish-brown; except face, clypeus, frons and vertex except fuscous interocellar area, base of antenna ventrally, propleuron, pronotum ventrally and dorso-posteriorly, mesoscutum anteriorly and along notauli, scutellum, most of mesopleuron except dorso-posterior part, fore and mid legs except coxae and trochanters, thyridia and apical margins of first and second tergites yellowish rufous; mouthparts, malar space, lower temple, inner orbits, tegula, fore and mid coxae, all trochanters and trochantelli, hind femur and tibia basally and sternites creamy.

Male. Unknown.

Biology. Hosts unknown.

Distribution. México (Hidalgo).

Etymology. Named after the type locality, state Hidalgo ( Mexico).

Comments. Compared with the other species that have completely papillate face, antennal sockets on a distinct but low shelf, and glabrous eyes, pterostigma nearly symmetrical and basal flagellomere 1.8 × as long as wide, unlike in O. flavoorbitalis and O. rhombifer ; frons and vertex, except for interocellar area yellow, mesoscutum with distinct longitudinal yellow stripes along notaular lines, unlike in O. elongatus and O. longiventris ; first tergite 2.5 × as long as posteriorly wide and mesopleuron mostly orange, unlike in O. ungularis .
