Diagnosis. Face pale yellow without spot, inner margin of parafacial black on ventral 1/2. Antenna brownish black except 1st flagellomere pale yellow on ventral 1/3–1/2. Wing with a narrow brown stripe on dm-cu. Abdomen yellow, tergite 2 with two blackish brown lateral bands; tergites 3–5 each with a blackish brown posterior band, and an indistinct triangular median spot confluent with the blackish brown posterior band; tergite 6 without spot.

Description. MALE. Body length 3.2–3.7 mm, wing length 2.8–3.1 mm. FEMALE. Body length 3.3–4.3 mm, wing length 3.1–3.9 mm.

Head pale yellow. Face pale yellow without spot, inner margin of parafacial black on ventral 1/2. Frons about as long as wide and parallel–sided, with two narrow brownish gray stripes along or rows and a narrow brown triangular median stripe, extending to ocellar triangle; ocellar triangle grayish black; oc strong, shorter than anterior or, anterior or slightly shorter than posterior or. Gena about 1/6 height of eye. Occiput with a wide grayish black stripe, confluent with ocellar triangle. Antenna brownish black except 1st flagellomere pale yellow on ventral 1/3–1/2, 1st flagellomere 2.0 times longer than high; arista long plumose, black except brownish base, with longest hairs longer than height of 1st flagellomere. Proboscis brownish yellow, with yellowish and blackish hairs; palpus pale yellow with blackish hairs.

Thorax blackish brown with whitish gray pollen. Mesoscutum with 0+3 dc (anterior dc clearly behind transverse scutal suture), acr in 8 somewhat irregular rows; prsc shorter than 1st post–sutural dc. Anepisternum blackish except yellow ventroapical corner, and katepisternum blackish brown with whitish gray pollen. Scutellum brownish black except yellow apical margin, with whitish gray pollen. Legs pale yellow except tarsomere 5 brown on apical 1/2; hind tibia with an incomplete brown basal ring. Fore femur with 3–4 strong pv and 5–6 pd, ctenidium with 12–14 short bristles; fore tibia with 1 long preapical ad and 1 short apv. Mid femur with 6 a and 1 apv; mid tibia with 1 strong preapical ad and 3 strong apv. Hind femur with 1 preapical ad; hind tibia with 1 weak preapical ad and 1 short apv. Wing ( Fig. 1 View FIGURES 1 – 11 ) slightly yellow, only with a narrow brown stripe on dm-cu; subcostal cell hyaline; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1) sections in proportion of 1.5 mm: 0.6 mm: 0.3 mm; rm at middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 1.1 mm: 1.2 mm; ultimate section of CuA1 about 1/5 of penultimate. Halter pale yellow.

Abdomen yellow with sparse silvery white pollen; tergite 2 with a pair of blackish brown lateral bands; tergites 3–5 each with a blackish brown posterior band, and an indistinct triangular median spot confluent with the blackish brown posterior band; tergite 6 without spot. Male genitalia ( Figs. 12–16 View FIGURES 12 – 16 ): protandrium circular; epandrium nearly rectangular, with a row of apical hairs in lateral view, surstylus narrow incurved stick–like in lateral view and bifurcated in ventral view; hypandrium with a pair of short bar–like ventral process, gonopod columniform, slightly curved; aedeagus with a small apical incision, a pair of dorsal sclerites and dorsoapical teeth.

Distribution. China (Hainan).

Remarks. The new species is somewhat similar to Homoneura (Homoneura) fasciventris Malloch from China in the following characters: face pale yellow without spot, wing with a pale brown elliptical spot on dmcu, gonopod columniform. But it can be separated from the latter by the antennal 1st flagellomere being black; the hypandrium having a pair of short bar–like ventral processes, the hypandrial apodeme being indistinct; the surstylus being narrow, incurved and stick–like; the aedeagus having a pair of dorsoapical teeth. In H. (H.) fasciventris , the antennal 1st flagelomere is yellow except dark at the tip, the hypandrium has no short bar– like ventral process, the hypandrial apodeme is distinct; the surstylus is claw–like, and the aedeagus has a pair of triangular ventral sclerites, projecting laterally, and a pair of subulifom dorsal processes ( Sasakawa 1992).

Etymology. Latin, api-, prefix meaning apical + comata, meaning hairy, referring to the epandrium having a row of apical hairs; a feminine adjective.
