♂. Head ( Figs 19, 20 View FIGURES 19 – 23 ) 1.7–1.9 times as wide as long; vertex in dorsal view evenly rounded; occiput and interocellar area impunctate and polished; vertex and gena weakly and finely punctate; geno-orbital index 3.1–3.8; frons impunctate and finely coriaceous, without median longitudinal groove; face 1.3–1.5 times as wide as long, sparsely though rather more strongly punctate than vertex; supraclypeal suture distinct; clypeus 2.1–2.4 times as wide as long, impunctate, with apical margin truncate and emarginate medially; antenna with 40–47 flagellomeres, 1st flagellomere 1.4–1.6 times as long as 2nd, 2nd 2.4–2.8 times as long as wide.

Mesosoma ( Fig. 21 View FIGURES 19 – 23 ): mesoscutum 1.1–1.3 times as long as wide; scutellum 1.4–1.6 times as long as distance between lateral carinae at its base, with lateral carina fading out beyond middle of scutellum; propodeum faintly trans-striate medially, without sublateral crest.

Fore tibial spur 0.5–0.6 times as long as 1st tarsomere, which is 8.7–9.7 times as long as wide; fore tarsal claw with 22–27 teeth; hind tarsal claw with 15–20 teeth.

Fore wing ( Fig. 22 View FIGURES 19 – 23 ) 2.8–2.9 times as long as wide; areolet petiolate above; cu-a opposite or distad Rs&M by 1/ 7–1/5 of cu-a length, weakly curved, weakly reclivous. Hind wing ( Fig. 23 View FIGURES 19 – 23 ) with 6–8 distal hamuli; nervellar index 0.3–0.6.

Metasoma with 1st tergum 2.5–2.7 times as long as apical width and 1.5–1.6 times as long as 2nd; subgenital plate ( Fig. 29 View FIGURES 29 – 34 ) short with apical margin weakly convex; paramere ( Fig. 30 View FIGURES 29 – 34 ) subelliptic; with subapical portions of dorsal and ventral margins slightly emarginate; digitus with dorso-apical corner rounded off and with ventro-apical corner with teeth; membrane of median surface of paramere without strip of minutely papillate cuticle; pad subelliptic, large and produced anteriorly; subapical sclerotized plate without overhang; penis valve ( Fig. 31 View FIGURES 29 – 34 ) broad, slightly curved ventrally; basal apodeme of aedeagus strongly curved dorsally.

Head yellow; in some specimens, occiput and interocellar area brownish-yellow; antenna reddish-yellow. Mesosoma yellow to reddish-yellow; mesoscutum with brownish-yellow to blackish-brown stripes on each of median and lateral lobes and a brownish-yellow to blackish-brown spot situated behind median stripe; in some specimens, scutellum brownish-yellow; mesopleuron with brownish-yellow to blackish-brown markings; in most specimens, mesosternum brownish-yellow to blackish-brown; in some specimens, dorsal portion of propodeum brownish-yellow. Legs brownish-yellow; hind tarsus whitish-yellow. Wings hyaline; vein C and pterostigma of fore wing yellow to brownish-yellow, other veins brown. Metasoma reddish-yellow to brown.

Length of fore wing: 6.5–12.0 mm.

Distribution. Japan (Hokkaido, Honshu, Shikoku, Kyushu), Russia.

Remarks. This is the first record of frenata from Japan. This species resembles latungula in the absence of an overhang and strip of minutely papillate cuticle on the mesal surface of the paramere, the membranous pad and the presence of teeth on the ventro-apical corner of the digitus, but can be distinguished from the latter by the characters in the key.
