Diagnosis. Tergites 2–4 with white recumbent scales antero-laterally, tergites 5–6 with white recumbent scales postero-laterally. Sternite 4 with white scales. Gonostylus subquadrate, its tip acute, narrowed from base to tip in lateral view; epiphallus subtrianglar, with an irregular tip in dorsal view.

Description. Male. Body length 9 mm, wing length 8 mm.

Head black with brown pollen; ocellar tubercle reddish brown. Hairs on head black and white; frons with dense black erect hairs and sparse yellow scales, face with dense white erect hairs; occiput with short white hairs and sparse yellowish hairs close to eyes, a row of yellowish erect hairs on the edge. Antenna black; scape short and thick, twice longer than wide, with dense black hairs; pedicel nearly as long as wide, almost bare; first flagellomere cone-shaped, bare. Antennal ratio: 2:1:4. Proboscis dark brown with black hairs; palpus dark brown with yellowish hairs.

Thorax black with black scales. Hairs on thorax mostly yellowish, bristles yellow; postpronotal lobe with long yellowish hairs, mesonotum with row of long yellowish hairs at anterior margin and three long yellow lateral bristles near base of wing, postalar callus with five black bristles; thorax with sparse black scales on edge of back. Scutellum with black scales except middle bare. Legs black with black scales. Hairs on legs mostly black, bristles black. Femora with sparse long black hairs, and with black and yellow scales; tibiae and tarsi with short black hairs; fore tibia with yellow scales. Mid femur with six av apically; hind femur with six av apically. Mid tibia with seven ad, eight pd, seven av and eight pv; hind tibia with seven av, and dense bristle-like hairs all round. Wing ( Fig. 4 View FIGURES 1 – 5 ) hyaline entirely, with metalline reflecting. Base of vein C with brush-like long black hairs with white scales, tegula with white scales. Wing with basicosta normal; vein r-m nearly 1/3 length of discal cell apically; alula with yellow scales on edge. Halteres pale.

Abdomen black with brown pollen. Hairs on abdomen white and black; dorsum with black recumbent scales except tergites 2–4 with white recumbent scales antero-laterally, and tergites 5 and 6 with white recumbent scales postero-laterally, dorsum with long white hairs laterally except tergites 5–6 with long black hairs laterally. Sternites with erect blackish hairs and dense black scales except sternite 4 with white scales.

Male genitalia ( Figs. 24–29 View FIGURES 24 – 29 ). Epandrium subquadrate, twice longer than high, with dense long black bristles apically, cercus well exposed in lateral view, epandrium a little longer than wide, slightly narrowed from base to tip in dorsal view; gonocoxa distinctly narrowing apically in ventral view, with numerous black bristle-like hairs apically; gonostylus subquadrate, its tip acute, narrowed from base to tip in lateral view; epiphallus subtriangular, with an irregular tip in dorsal view, distiphallus rather narrow, long and curved apically in lateral view.

Female. Unknown.

Type material. Holotype male, CHINA: Hebei, Zhulu Yangjiaping (N 115°02’ E 39°57’), 12. VIII. 2007, Gang Yao; Paratypes 2 males, CHINA: Beijing, Mentougou Longmenjian (N 114°40’ E 38°47’), 15. VIII.

Distribution. China (Beijing, Hebei).

Etymology. The species is named for the yellowish hairs on the thorax.

Remarks. The new species is similar to V. fasciata (Meigen) , but it can be separated from the latter by tergites 2–4 with white recumbent scales antero-laterally and tergites 5–6 with white recumbent scales postero-laterally. In V. fasciata , tergites 2 and 3 have yellowish recumbent scales antero-laterally, tergite 4 has yellowish recumbent scales anteriorly, and tergites 5–6 have yellowish recumbent scales posteriorly.
