Etymology: In honor of the late Dr. Bobby Pass, the longtime and esteemed Department of Entomology Chair at the University of Kentucky.

Females.—Color: Orange but black near ocelli, flagellum mostly brown, orange basally. Length excluding ovipositor: approximately 2.2–3.8. Head: Occipital carina complete or narrowly incomplete medially; lateral eye/ gena 1.8–2.6; transverse head/face 2.8–3.2; flagellum length 3.0–3.6, number of flagellomeres 26–29; first flagellomere/second 1.1–1.2; face smooth but for setal insertions; clypeus suboval to subtriangular; length of last four maxillary palpomeres/fore femur length 0.69–0.78. Mesosoma: Subanterior pronotum carinate, rugulose elsewhere; number of setae along widest transverse line of anterior lobe approximately 19; notaulus foveate, joined at approximately posterior 1/3 of mesoscutum; longitudinal carina on the posterior mesoscutum absent; lateral mesonotal lobes usually setiferous throughout; C+SC+R length 1.3–1.5; stigma length/R1 1.4–1.8; fore wing RS a shallow arch; sternaulus formed by fovea extending diagonally dorso-anteriorly to postero-ventrally then horizontally to propodeum, diagonal section usually wide; propodeum areolate-rugose, median groove deep; outline of propodeum in lateral view convex; setae of hind femur less than half maximum femur width; hind tibia less than C+SC+R. Metasoma: Petiole with longitudinal striae curved medially as they extend posteriorly; subbasal petiole with mild carinae dorso-laterally; petiole length/posterior width 2.7–3.2; terga 2 + 3 length 0.60–0.68; sheath length 1.0–1.4, sheath/C+SC+R 0.90–1.08.

Males differ from females by the following: length approximately 2.6–3.2; C+SC+R length 0.95–1.2; flagellum length 3.4–4.1, number of flagellomeres 30–32; lateral eye/gena 1.2–1.5; transverse head/face 2.0–2.1; petiole length/posterior width 2.5–2.8.

Flight period: Approximately 90% in April, May and October through December from Florida and southern Alabama; May through October elsewhere.
