Female macroptera. Body brown, including legs, fore tibiae and tarsus slightly paler; antennal segments I–II and V–VIII brown, segment III paler, segment IV darker than III and paler than V; fore wings entirely brown or with scarcely visible pale basal area.

Head about 0.6 times as long as wide, posterior region with few transverse lines of sculpture; ocellar setae pair III arising between hind ocelli, about 1.4 times as long as diameter of a hind ocellus, as long as distance between their pores; six pairs of postocular setae, pair IV distinctly longer than others. Antennae segment III with simple pedicel. Pronotum rectangular, about 1.5 times as wide as long, lines of sculpture scarcely visible, about 18 small discal setae, five pairs of more developed setae, two at posterior angles and the other, sub-medial setae at posterior margin setae aa about twice as long as am setae. Mesonotum with elongate transverse reticles of widely spaced sculpture lines. Metanotum with lines of sculpture forming weak reticles medially; paired campaniform sensilla present. Abdominal tergites IV–VIII with ctenidia laterally; tergite VII with craspedum of irregular very small triangular teeth, each ending in a short microtrichium; VIII with a complete posteromarginal comb of microtrichia arising from triangular bases; S1 setae on IX equal to or scarcely shorter than S2. Sternites with three pairs of short posteromarginal setae; sternite III usually with two circular pore plates placed behind antecostal ridge, about 50 microns apart.

Measurements (holotype and range of 30 paratypes in parentheses). Body length distended 1600 (1376– 1668). Head, length 100 (91–115); width 160 (151–177); dorsal eyes length 62 (58–71); ocellar setae pair III length 20 (16–24), interval between bases 20 (16–23); postocular setae pair IV length 12 (10–16). Pronotum, length 139 (118–146); width 212 (182–212), setae – am 26 (13–27), aa 54 (32–54), pa I 71 (44–71), pa II 61 (41–61), pm II 39 (19–39). Fore wing, length 733 (670–797); width 61 (52–66). Abdominal tergite IX length 54 (53–63), S1 setae 89 (78–91), S2 setae 103 (94–104), S3 setae 113 (96–113), abdominal tergite X length 81 (71–86), S1 setae 110 (96– 114), S2 setae 98 (68–103). Antennal segments length/width 18/27, 34/24, 44/24, 36/20, 30/17, 44/19, 8/6, 16/5.

Male macroptera. Smaller than female, body uniformly brown; posterior margin of abdominal tergite VIII with complete comb of microtrichia; sternites III–VII with pair of oval pore plates.

Measurements (three paratypes males in microns). Body length (distended) 1205–1226. Head length (width) 89–93 (144–151). Pronotum length (width), 109–118 (186–195), setae – am 20–23, aa 31–47, pa I 41 –57, pa II 39 – 40, pm II 27–35. Fore wing length (width) 597–645 (59–66). Sternite III pore plates length (width) 14–15 (25–28).

Material examined. Holotype female, Argentina: Mendoza, Ñacuñán, 9.ix.2006, on Junellia seriphioides [ Verbenaceae ] (C. de Borbón) (in IADIZA, Mendoza.

Paratypes: 11 females collected with holotype. Mendoza; Las Catitas, 1 female, 1 male on same host, 8.xii.2014; El Carrizal (S33 17.268 W68 43.406), 4 females on Junellia crithmifolia , 10.x.2016, 2 females on Zuccagnia punctate [ Fabaceae ], 8.xi.2008. Mayor Drummond (S33 0 0.476 W68 51.332), 13.xi.2013, 2 females on Vitis vinifera . Palmira, 3 females, 2 males on Senecio subulatus [ Asteraceae ], 1.xi.2005. Potrerillos, 3 females, 2 males on S. subulatus , 10.xi.2007. Villavicencio (S32 31.548 W69 00.755), 2 females on Bidens andicola , 2.iv.2009. Vista Flores, 1 female on Baccharis salifolia, 28.xii.2007. Moldenke 1 female, 1 male on Junellia seriphioides . Neuquén, San Martín de Los Andes, (S40 0 3.415 W71 04.616), 05.i.2011, 3 females on Anthemis cotula .

Comments. This species seems to be related to the nine other South American species listed above in which females have pore plates on sternite III. As in F. australis , F. bambusae , F. catharinensis , F. colihue and F. otites , sternite III usually has two circular pore plates, but two females of the type series have only one pore plate. Also in some other specimens an extra pair of pore plates was found on sternite IV. The pronotal discal setae pattern is similar to that of F. otites , but F. juancarlosi is remarkable in having comparatively shorter pronotal am setae and ocellar setae pair III scarcely as long as the distance between their bases. Moreover, it usually has a comb with triangular teeth bearing very short microtrichia ( Fig. 34 View FIGURES 34 ) that are absent in the other three species. Unlike bambusae and colihue this new species does not have the head projecting in front of the eyes, and was confused with F. otites by de Borbón (2013). It seems to be particularly common in Mendoza and is also present in Neuquén, living on Verbenaceae and Asteraceae host plants.

Etymology. In memory to my father, Juan Carlos de Borbón, who help me collect this new species.
