Description. Male. Body length 7.0 mm. Head: Eye sparsely covered with moderate hairs; frons about 1.5 times as wide as anterior ocellus; frontal setae short and dense, 14 to 16 pairs, those on upper half slightly longer than eye hairs, those on lower half about 2.0 to 3.0 times as long as those on upper half, extending to both sides of anterior ocellus; without orbital setae; frontal vitta black, obliterated at middle part; lunule copper-colored; fronto-orbital plate, parafacial and gena with gray pruinosity; parafacial about equal or narrower than the width of antenna; antenna black, flagellomere 1 about 3.0 times as long as broad; arista plumose, the longest aristal hairs about equal to width of flagellomere 1; anterior margin of gena with a row of upcurved subvibrissal setulae; genal height about 1 / 4 of eye height; lower facial margin not projecting, in profile placed behind the anterior margin of frons; genal and postgenal hairs entirely black; palpus dark brown on basal half and black on apical half, about equal in length to prementum; prementum with gray pruinosity, about 2.5 times as long as broad.
Thorax. Black in ground color, with gray pruinosity; scutum with four black vittae, the middle pruinose stripe slightly wider than the inner vitta, the inner vitta reaching scutoscutellar suture; scutellum with the same color as thorax; acr 0+ 1, dc 2 + 4, ial 0+ 2, pra strong, about 1.5 times as long as posterior notopleural seta; katepisternal setae 1 + 2; notopleuron with hairs; katepimeron and basisternum of prosternum bare; both anterior and posterior spiracles dark brown.
Wing. Slightly hyaline, basal veins brownish yellow, basicosta black, without costal spine, dorsal and ventral surfaces of radial node bare, distal part of vein M straight, crossvein dm-cu straight, area around crossveins r-m and dm-cu not clouded; calypters brown, halter brownish yellow.
Legs. Entirely black; fore tibia without mid p; mid femur with a row of av, a row of pv which are sparse and long, becoming short apically; mid tibia with 2 p, without ad and pd; hind femur with a complete row of av, 6 to 7 pv in distal 2 / 5; hind tibia with 3 av and 2 ad, 1 pd on distal 1 / 5, without apical pv; tarsi longer than tibiae, claws and pulvilli short.
Abdomen. Ground color black, oval in dorsal view, with dense brownish gray pruinosity, each tergite with a black median vitta and a dark gray versicolor stripe, both sides with large versicolor patches; sternite 1 bare; sternite 5 rectangular; cerci wider than long, the inner projection longer than the outer one on distal part, surstylus short, quadrate form in lateral view.
Female. Unknown.
Type material. Holotype, male, CHINA: Mt. Paoma, 10100 E, 2690 N, 3500 m, Sichuan Province, 14. vii. 2005 (Liang Chang) ( IESNU).
Paratype, CHINA: 1 male, same data as holotype.
Remarks. This new species resembles P. xixianga Xue, 1996 ( Ma et al. 2002) , but it is distinguished from it by frontal setae short and dense, 14 to 16 pairs, those on upper half slightly longer than eye hairs, those on lower half about 2.0 to 3.0 times as long as those on upper half, extending to both sides of anterior ocellus; without orbital setae; arista plumose, the longest aristal hairs about equal to the width of flagellomere 1; palpus dark brown on basal half and black on apical half, about equal in length to prementum; crossvein dm-cu straight; legs entirely black; mid tibia with 2 p; hind tibia with 2 ad; abdomen with versicolor patch.
Etymology. This specific name is formed from the Latin words, hirt -, hairy and orbital-, orbital, referring to frontal setae short and dense, hair-like.
Distribution. China.
