Description. Male. Body length 6.2 mm. Head: Eye sparsely covered with moderate hairs, the upper and inner facets not enlarged; frons as wide as anterior ocellus; frontal vitta black, obliterated at middle part; frontal setae 13 pairs, extending to both sides of anterior ocellus, upper 8 to 9 pairs short, about equal to eye hairs, without orbital setae; frontoorbital plate, parafacial and gena with gray pruinosity; parafacial about equal or narrower than the width of flagellomere 1; antenna black, flagellomere 1 about 2.5 times as long as broad; arista long haired, the longest aristal hairs about 1.5 times as long as width of flagellomere 1; lower facial margin with the anterior margin of frons in the same vertical plane; genal height about 1 / 5 of eye height; genal and postgenal hairs entirely black; proboscis short, prementum with gray pruinosity and fine hairs, prementum about 2.5 times as long as broad; palpus black, long and thin, longer than prementum; labella large.
Thorax. Black in ground color with sparse greenish gray pruinosity; scutum with four black indistinct vittae; scutellum black; acr 0+ 1, dc 2 + 4, ial 0+ 2, pra strong, about 2.0 times as long as posterior notopleural seta; notopleuron with hairs; lateral margin and lower surface of scutellum, basisternum of prosternum, meron and katepimeron bare; both anterior and posterior spiracles dark brown; katepisternal setae 1 + 2.
Wing. Slightly hyaline, veins dark brown, basicosta dark brown, subcostal sclerite brown; costal spine short; dorsal and ventral surfaces of radial node bare, distal part of R 4 + 5 and M straight, area around crossveins r-m and dm-cu not clouded; calypters brownish, halter yellow.
Legs. Entirely black; fore tibia without mid p; mid femur without row of distinct av, with a row of pv in basal half; mid tibia with 3 p, without ad and pv; hind femur with a row of sparse av, a row of short pv on distal half, 4 thick; hind tibia with 4 av and 2 ad, 1 pd on distal 1 / 5, without apical pv; tarsi longer than tibia, first tarsomere of hind leg equal to the length of remaining tarsi; claws and pulvilli small.
Abdomen. Ground color black, rounded in dorsal view, with thin greenish gray pruinosity, slightly shiny, syntergite 1 + 2 and tergite 3 each with a slender but distinct black median vitta, stripe on tergite 4 indistinct, tergite 5 without median vitta; all tergites without versicolor patches; sternite 1 bare; lateral lobe of sternite 5 long, about 3 / 8 length of sternite 5; cerci rounded in dorsal view, the inner projection longer than the outer one, basal part of surstylus narrow, becoming enlarged toward distal part.
Female. Body length 6.8 mm; frons about 1 / 3 of head width, frontal vitta about 4.0 times as wide as fronto-orbital plate; frontal triangle reaching the middle part of frons; with a pair of orbital setae, curved outward; frontal setae 6 pairs, pv on basal half of hind femur shorter than in male; distal half of sternite 8 and tergites 6 to 8 all divided into two parts. The other characters are the same as in male.
Type material. Holotype, male, CHINA: Hanmi, 9530 E, 2920 N, 2150–3200 m, Mêdog, Tibet, 9. viii. 2003 (Ming-fu Wang) ( IESNU).
Paratype, CHINA: 1 female, same data as holotype.
Remarks. This new species resembles P. hirtiorbitalis and P. xixianga Xue, 1996 ( Ma et al. 2002) , but it is distinguished from it in having frontal setae 13 pairs, extending to both sides of anterior ocellus, upper 8 to 9 pairs short, about equal to eye hairs, without orbital setae; legs entirely black; hind tibia with 4 av and 2 ad. Furthermore, it also resembles P. hirtiorbitalis sp. nov., and yet it is distinguished from it by frons about equal to the width of anterior ocellus; palpus black; mid tibia with 3 p; abdomen without versicolor patches.
Etymology. This specific name is formed from the Latin words, nigr -, black, fusc-, fuscous and coxa-, coax, referring to legs entirely black.
Distribution. China.
