Diagnosis. Frons yellow without middle stripe; ocellar triangle round velvety black; oc hair–like. Face shining, brownish yellow, broad and prominently convex with a pair of atropurpureus round lateral spots; frontofacial angle slightly beyond 90°. Antennal 1st flagellomere black, nearly 2.1 times as long as two basal segments combined; arista long plumose with longest hairs 2.3 times as long as width of 1st flagellomere. Mesonotum with 12–14 brown vittae, acr in 2 rows. Legs yellow, but fore tibia and tarsus brownish black, fore femur with a brown preapical ring. Wing hyaline, indistinctly pale brown except brownish area on basal 2/3 between R 1 and R 2+3. Abdomen shining brownish black.

Description. Male. Body length 2.5 mm, wing length 2.6 mm. Female. Body length 2.3 mm, wing length 2.4 mm.

Head yellow. Frons yellowish, wider than long and parallel–sided, without middle stripe; ocellar triangle covered by a black velvety round spot. oc hair–like and almost half as long as anterior or; anterior or inclinate, almost as long as posterior one, with a brownish spot on base of each or. Face shining, brownish yellow, broad and prominently convex with a pair of atropurpureus round lateral spots; frontofacial angle slightly beyond 90°; gena about 1/3 height of eye. Antenna brownish yellow, 1st flagellomere black, nearly 2.1 times as long as two basal segments combined; arista long plumose, brownish yellow, with longest hairs 2.3 times as long as width of 1st flagellomere. Proboscis yellowish brown with yellow and slightly black hairs; palpus yellow but black apically, with black hairs.

Thorax yellow. Mesonotum with 12–14 brown vittae, mesopleuron with 1 white wide middle stripe; 0+2 dc, acr in 2 rows; prsc longer than 1st post–sutural dc; 1 sternopleural bristle. Scutellum pale brown. Legs yellow, but fore tibia and tarsus brownish black, fore femur with a brown preapical ring; mid and hind femora slightly black ventrally on basal 1/4– 1/3. Fore femur with 3 pv and 7 pd, fore tibia with 1 long preapical ad and 2 short apv. Mid femur with 5 a and 1 app; mid tibia with 1 preapical ad and 1 strong apv. Hind femur with 1 weak preapical ad; hind tibia with 1 weak preapical ad and 1 short apv. Wing ( Fig. 2 View Figures 1–3 ) hyaline, indistinctly pale brown except brownish area on basal 2/3 between R 1 and R 2+3; subcostal cell tinged brown; costa with 2nd (between R 1 and R 2+3), 3rd (between R 2+3 and R 4+5) and 4th (between R 4+5 and M 1+2) sections in proportion of 1.1: 0.3: 0.3; r-m at middle of discal cell; ultimate and penultimate sections of M 1+ 2 in proportion of 1.0: 1.0; ultimate section of CuA 1 about 1/4 of penultimate. Halter yellow, knob tinged brownish.

Abdomen shining, brownish black. Male tergites 6 and 7 partly confluent at middle. Male genitalia ( Figs 9–13 View Figures 9–13 ): syntergosternite broad, semicircular; epandrium broad with a small incision; surstylus narrow with an acuate tip and basally linked by a narrow sclerite; hypandrium and gonopod degenerate; aedeagus asymmetric in shape; left part long, broad basally, constricted apically to a narrow claviform process and right part short with an acuate process in lateral view; aedeagal apodeme narrow, very short.

Material examined. Holotype ♂, Guizhou, Mayanghe, Huangtu , elev. 920 m, 1 October 2007, leg. Yusi Cui. Paratype. 1♀, same data as holotype .

Distribution. China (Guizhou).

Etymology. The new species is named after the type locality Mayanghe.

Remarks. The new species is somewhat similar to S. convergens Hendel, 1913 from China in the following characteristics: frons yellowish without middle stripe, ocellar triangle round velvety black; oc hair–like; face shining brownish yellow with a pair of atropurpureus round lateral spots. But it can be separated from the latter by the surstylus narrow with an acuate tip without basal processes. In S. convergens , the surstylus is long and wide, bifurcated apically with a pair of narrow basal processes ( Sasakawa, 1998). Also, it differs from Indonesia Steganopsis minor (de Meijere, 1914) in the palpus yellow except the black apical part, but the palpus is entirely yellow in the latter (Malloch, 1929).
