Fore wing length 2.7–2.8 mm.

Face medially as wide as high; face finely papillate-pustulate, eyes setose, dorsal ridge of face inbetween antennal sockets without a median prominence; face in profile almost straight, slightly rounded especially dorsally, edge of clypeus lightly impressed, antennal sockets on a shelf but shelf not particularly high; malar groove present but very shallow, almost straight; maxillary palp reaching to about epicnemial carina. In dorsal view, head posteriorly moderately concave, temples narrow but distinct, posterior ocellus separated from eye by c. 1.0x ocellar diameter, anterior ocellus separated from eye by c. 3.0x ocellar diameter, lacking ocellar-ocular grooves. Minimum distance between antennal sockets about half diameter of socket; antenna slender, about as long as body, with 35– 36 long elongate flagellomeres which gradually shorten towards apex; basal flagellomere 0.2x as wide as high and about as long as scape; scape parallel-sided.

Mesosoma smooth and polished except mesopleuron almost completely with strigose microsculpture, mesoscutum very finely pustulate with hairs, and propodeum sometimes with weak coriaceous microsculpture; mesoscutum lacking notauli; in profile, scutellum not particularly high, metapleuron slightly convex; propodeum with posterior transverse carina present between lateral longitudinal carinae, median longitudinal carinae complete, lateral longitudinal carinae reach below spiracles, spiracles small.

Legs rather thin and long; coxae polished, femora alutaceous especially on outer surface, tibiae and tarsi granulate-coriaceous; hind coxa 1.1x as long as first tergite, hind femur 3.9x as long as high, hind tibia 4.4–4.7x as long as apically wide; tibiae without clear spine-like setae.

Wings not particularly narrow; fore wing with areolet closed but 3rs-m extremely weak, areolet slightly wider than high, 2m-cu meeting areolet at apical 0.7, vein Rs straight; hind wing vein cu-a intercepted at lower third.

First tergite apically widening, 1.6x as long as apically wide; evenly coriaceous, with two posteriorly almost complete median longitudinal carinae, with rather faint transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite 0.7x as long as apically wide; evenly coriaceous, with transverse impressions originating at about middle of tergite, sloping posteriorly below second thyridia, gently meeting centrally; basal thyridia oval-rectangular, contrastingly coloured, second thyridia rounded-oval raised and smooth areas. Third tergite with particularly anterior half smoothly coriaceous; second thyridia small slightly raised and polished roundish areas at about middle of tergite. Remaining tergites smooth and almost polished, with coriaceous microsculpture. In type series, ovipositor not completely visible; probably very thin, straight, and without notch; sheaths with setae similar to other metasomal setae.

Body largely setose except pronotum, mesopleuron and metapleuron; setae very scattered on propodeum, basal tergites, and posterior sides of coxae.

Yellow except antennae, frons sometimes, interocellar area, temples and genae partly, occiput, pronotum anterodorsally, mesopleuron dorsally, mesoscutum except yellow patches at anterolateral margins and whole course of notauli (if they were impressed), scutellum except posterior tip, axilla, propodeum, metasoma except sternites and apical edges of second and third tergite and basal thyridia, hind coxa dorsobasally, tarsi, and legs generally dorsally and apically, brown to dark brown, mouthparts creamy with some brown, sternites brownish creamy, inner orbits from about antennal sockets to posterior ocelli, propleuron, tegula, anterodorsal corner of mesopleuron right below tegula, fore and mid coxae, trochanters, trochantelli, and inner sides of fore and mid femora, and basal hind tarsus narrowly on outer surface, creamy white to creamy, sometimes light yellow.

Male. Unknown.

Biology. Hosts unknown. Both specimens were collected at mid-altitude Costa Rican sites.

Etymology. Named after the dull yellow frons.

Comments. Compared with the other species that have completely papillate face, setose eyes, second tergite with a posterior transverse groove, the malar space is not clearly bent towards the occiput and the basal flagellomere is very long and thin (unlike in O. harlequinus and O. wahlbergi ), the frons is creamy and the antennal sockets are on a distinct low shelf (unlike in sp. O. tenuiflagellum ).

Material examined. Holotype female: ‘ Costa Rica, Guanacaste Pv., Guanacaste NP, 1000 m, Est Mengo Vn Cacao, VI.88, Gauld & Janzen’ ( BMNH).

Paratype: 1 ♀ as holotype but collection date V.88 ( BMNH).
