Description. Color pattern of anterior dorsum and face as in Figs. 1–4. Vertex with pair of small brown spots. Eyes brownish black. Face yellow, with dark transverse streaks; anteclypeus and lorum yellowish-brown. Pronotum and scutellum dark brown. Forewing yellowish-brown, veins yellowish white, with symmetrical brown markings at median region. Legs yellowish-brown.

Head small, distinctly narrower than pronotum. Vertex shorter than width between eyes, anterior margin round- ed, posterior margin slightly concave, coronal suture distinct. Eyes fairly large, ocelli on anterior margin, separated from eye by distance more than their own diameter. Frontoclypeus distinctly longer than wide. Anteclypeus broadening apically, apical margin slightly convex. Pronotum slightly shorter than wide, anterior margin strongly and roundly produced, posterior margin slightly concave; smooth. Scutellum, longer than median length of pronotum. Forewings with five apical cells and three subapical cells, appendix developed. Hind wing with three apical cells, with two anteapical cells, inner anteapical cell closed basally. Legs densely setose. Hind femur broadened distally, apical setal formula 2+3+3+3+1. Hind tibia flattened and nearly straight, row AD width approximately 10 long stout setae and 1–4 shorter stout setae between each long seta; several supernumeral setae present between AD and PD rows. Protibia missing from type specimen.

Male genitalia. Male pygofer side longer than high, approximately rectangular, with numerous macrosetae on caudo-dorsal area and dorsal margin (Fig. 5). Subgenital plates short, fused to valve laterally, outer margin slightly concave, with row of macrosetae (Fig. 6). Aedeagal shaft tubular, narrow, evenly curved dorsally and slightly tapered to narrowly rounded apex; gonopore apical (Figs. 7, 8). Connective Y-shaped; stem elongate, approximately 4x longer than arms (Fig. 9). Style with apophysis sinuate (Fig. 10).

Measurement. Length (including tegmen): ♂, 5.3 mm.

Type Material. Holotype: 1♂, China: Guizhou Prov., Rongjiang, Jihua , 24 July 2016, coll. Nian Gong ( GUGC).

Remarks. The new species is similar to C. dentata , but can be distinguished from the later by the elongate aedeagal shaft without a serrate lateral margin and subgenital plates short and not fully fused to the valve.

Etymology. This new species is named for Mr. M.D. Webb ( BMNH) in recognition of his good work on leafhoppers.
