Type material. HOLOTYPE ♂, labelled:“ UZBEKISTAN, Samarkand, along river Zeravshan, 39°38'N, 67°04'E, 22.v.1989, M. Barták” ( CULSP). PARATYPES: UZBEKISTAN: 2♂, 1♀, same data as holotype ( CULSP).
Diagnosis. Black species entirely whitish yellow setose, with 1 pair of vertical setae and short, yellow postpedicel with brown tip; mesoscutum microtrichose, katepisternum entirely microtrichose; legs pale yellow but with contrastingly black apical tarsomeres, mid tibia with long and pointed apical spur, posteroventral setae on mid femur present; abdomen with broad microtrichose fasciae on all tergites.
Description. Male. Head black, very light grey microtrichose, face including clypeus silvery, densely microtrichose. Frons » 0.07 mm broad on lower part (slightly broader than pedicel) and 0.10 mm broad on upper part (at level of anterior ocellus). Face » 0.07 mm broad at middle. Gena lustrous, narrow. Antenna yellow, tip of postpedicel and stylus brown, postpedicel 1.5–1.7X longer than broad, stylus 2.2–2.6X longer than postpedicel. Clypeus silvery microtrichose. Palpus elongate-ovate, pale yellow and large (about 2/3rds as long as proboscis), with 3–4 white setae. Ocellar setae pale, short » 0.06 mm long. One pair of short (» 0.11 mm) pale vertical setae rather wide separated (» 0.16 mm distance). Occiput sparsely covered with pale setae, lower setae longer. Proboscis brown, short. Thorax black, very light grey microtrichose, mesoscutum rather golden yellow, pleura including entire katepisternum almost silvery grey microtrichose. All setae whitish yellow. Chaetotaxy: postpronotal seta rather long (as notopleurals), inclinate; acrostichals rather broadly biserial, very short (» 0.05 mm), 6–9 setae in row, on posterior part several additional setae on sides of prescutellar depression; dorsocentrals uniserial, subequally short, ending in 1–2 longer prescutellar pairs; notopleuron with 2 setae on posterior part; 1 postalar and 1 pair of scutellar setae (with additional outer pair of rather long setae). Wing clear with pale veins. R4+5 slightly bowed, M1 slightly S-shaped, at apex parallel with R4+5. Crossveins widely separated. Cu almost perpendicular and straight, with basal part indistinct. Costal seta yellow, short. Squama yellow with yellow fringes, halter whitish yellow. Legs pale yellow (except usual dots on trochanters and knees), tarsi of all legs with contrastingly black apical segment. All setae pale (except ventral spines on mid femur and tibia). Fore femur only very slightly thickened on basal third, with row of short posteroventral setae. Fore tibia almost not thickened, short setose. Mid femur only slightly deeper than fore femur, with several pale, moderately long posteroventral setae. Mid tibia with long black sharply pointed apical spur. Hind legs thin, short setose. Abdomen brown, lateral parts of all tergites with broad microtrichose fasciae occupying entire sides of tergites, dorsum largely lustrous, sternites lustrous. Abdomen sparsely covered with short pale setae, longer on lateral and ventral parts of terminal segments. Genitalia ( Figs 16–18 View FIGURES 16 – 18 ) with cerci digitiform, moderately long, of subequal length, both somewhat broader apically (right cercus stronger), with scattered ordinary setae; left epandrial lamella as in Fig. 18 View FIGURES 16 – 18 , long, narrow, on ventral face with several long subapical setae and several short setae closer to middle; right epandrial lamella subrectangular, long, with several long setae subapically and dorsally (in only specimen dissected slightly collapsed, so actually may be broader than in Fig. 16 View FIGURES 16 – 18 ); right surstylus short, subglobular. Female. Similar to male except as follows: postpedicel brown on apical half. Ocellar setae slightly longer. Abdomen with similar microtrichose fasciae as in male; last three segments entirely microtrichose. Length: body 1.8–1.9 mm, wing 1.9–2.2 mm.
Etymology. The species specific name is derived from the type locality name (Samarkand, a city in Uzbekistan).
Distribution. Uzbekistan.
Remarks. The species described above is in most respects similar to P. dessarti Grootaert known from Europe ( Grootaert & Chvála 1992); however, the latter species has a yellow abdomen.
