Diagnosis. Wing (Fig. 5) with 3 faint white spots on anterior and posterior sides of posterior crossvein and below posterior crossvein. Cercus thickened basally and slender apically; surstylus slender with 1 strong seta at extreme tip and 1 moderate seta at middle in posterior view (Fig. 6); aedeagus thickened, but tapered sharply at apex in lateral view (Fig. 8).

Material studied. Holotype 3, China, Yunnan, Mengyang, Yexianggu, 22°04'N, 100°53'E, 05.IV.1999, Ding Yang leg. Description. Male. Body length 1.60–1.65 mm, wing length 1.85–1.95 mm.

Head subshiny black; frons subshiny black, with brownish yellow microtomentum except for anterolateral area. 1 strong inner vertical seta, outer vertical seta absent; 1 pair of strong ocellar setae; fronto-orbital seta absent. Face black with golden microtomentum, without conspicuous setae. Antennae black, first flagellomere black dorsally and yellow ventrally; arista short-haired. Gena-to-eye ratio 0.24–0.26.

Thorax black; mesonotum, notopleuron, anepimeron and posterior portion of katepmeron brownish yellow microtomentose; anepisternum, katepisternum and anterior portion of katepmeron grayish white microtomentose; scutellum brownish yellow microtomentose with velvety black lateral margin. Acrostichal and dorsocentral setae small; 1 strong prescutellar seta; anterior notopleural seta absent and posterior notopleural seta large; humeral and posthumeral setae very small; anepisternum with 1 small seta at posterior margin; scutellum with 1 pair of strong apical setae and 1 pair of small hair-like lateral setae. Wing (Fig. 5) yellow, with three white spots on anterior and posterior sides of posterior crossvein and below posterior crossvein; crossveins indistinctly blackened. Costal vein ratio 1.10–1.14; M vein ratio 0.35–0.38. Coxae brown at extreme bases; apex of coxae, femora, tibiae and tarsomeres 1–4 yellow; tarsomere 5 brown.

Abdomen subshiny black. Male genitalia (Figs. 6–8). Cercus thickened basally and slender apically; surstylus slender with 1 strong seta at extreme tip and 1 moderate seta at middle in posterior view (Fig. 6); aedeagus thickened at base and tapered sharply at apex in lateral view (Fig. 8).

Distribution. China (Fujian, Guangdong, Guizhou, Yunnan).

Remarks. This new species is distinctly different from H. sauteri Cresson from the Oriental Region by three white spots of the wing and long cerci. In H. sauteri , two faint white spots of the wing are located on the anterior and posterior sides of the posterior crossvein, and the cercus is short and thick. The new species is distinctly different from H. jinpingensis sp. nov. by three white spots located on the anterior and posterior sides of the posterior crossvein and below the posterior crossvein. In H. jinpingensis sp. nov., three white spots are located on the anterior and posterior sides of the posterior crossvein and above the anterior crossvein.

Etymology. The specific epithet, longicaudata , refers to the long cercus.
