Length. Male 7.50 mm., female 7.50–7.80 mm.
External morphology. Slender species. General color brown to black with numerous, yellow markings on forewings, clavus with 2 large, irregular shaped yellow markings medially and subapically, veins with small to short, linear yellow spots; pronotum with distinctive yellow, irregular shaped collar on anterior margin; head dark brown to tan; crown with black band anteriorly; ocelli ringed with yellow circle; face black with numerous small irregular shaped spots ( Plate 1F). Head distinctly narrower than pronotum, anterior margin obtusely angulate; crown narrow, about 1/3 as wide as width of eyes, produced distally about ¼ entire median length, slightly elevated, disk depressed medially, lateral margins slightly carinate; eyes large, occupying more than 2/3 of entire dorsal area of head, semibulbous; pronotum with median length slightly longer than crown, surface smooth; mesonotum slightly longer than median length of pronotum; forewings typical; clypeus elongate, lateral margins broadly convex, broader basally than apically; clypellus short, about 1/3 as long as clypeus, broad and inflated basally, constricted medially.
Male genitalia. Pygofer in lateral view triangulate with two caudal processes, caudodorsal process short, curved, caudoventral process very long, narrow, membranous, extending near base of caudodorsal process (Fig. 40); right subgenital plate long, narrow, profusely setose along middle of outer margin (Fig. 41); style long, narrow, attenuated in distal ¾ (Figs. 42, 43); aedeagus in lateral view tubular, narrow, shaft nearly straight, base recurved sharply, with ligulate, lateral process subbasally, apex armed with prominent, curved spine directed distally, gonopore subapical (Figs. 44, 45); connective, small, Y-shaped, stem short (Fig. 46); dorsal connective broadly bifurcate medially, enclosing aedeagal shaft subbasally and attached basally to subbasal, ligulate lateral processes of aedeagal shaft (Figs. 44, 45).
Female genitalia. Seventh sternite large, about twice as long as penultimate segment, caudal margin produced, broadly V-shaped, apex rounded (Fig. 47).

Etymology. The name is descriptive for the prominent, yellow collar-like, irregular shaped band on the anterior margin of the pronotum.
Remarks. From all other known species in the genus, C. collaris , sp. nov. can be distinguished by the unique yellow collar on the anterior margin of the pronotum. It is most similar in male genital characters to C. spenceri , sp. nov. and can be distinguished from it by the longer paired subbasal ligulate processes arising from the lateral side of the aedeagal shaft and obliquely directed laterally in lateral view.
