Material examined. Paratype: male ( Fig. 9 View FIGURE 9 ), “Lifan, W. Szech. // China. 20-VIII-39. // Coll. Chen.” (handwritten white label) and “ PARATYPE // Tibicen // slocumi // Chen” (printed and handwritten red label).
Measurements of types (n = 1 male). Length of body: 33.7; length of head and thorax together: 16.0; length of abdomen: 17.7; width of head including eyes: 12.3; width of mesonotum: 10.8; width of posterior margin of abdominal tergite 3: 13.2; length of fore wing: 41.2; width of fore wing: 13.4; wing span: 91.7.
Redescription of the male. Head including eyes distinctly wider than base of mesonotum. Distance between lateral ocelli and corresponding compound eyes more than twice the distance between lateral ocelli. Rostrum nearly reaching anterior margin of hind coxae. Pronotum with lateral margin weakly ampliated, not dentate. Wings hyaline, slightly tinged with yellow. Fore wing with infuscations on r and r-m crossveins, base of apical cell 3 (between r and r-m crossveins), and m and m-cu crossveins. Hind wing without infuscations. Operculum nearly semicircular, with lateral margin seldom concave, about as long as wide; not extending beyond posterior margin of sternite II. Opercula overlapped at inner margins for about two-thirds the length of opercula from base. Abdomen longer than head and thorax together. Timbal cover completely covering timbal. Pygofer barrel-shaped. Uncal lobes fused into one, not bifurcate, rounded apically; apical half curved inwardly at about 100º in lateral view.
Body Coloration: Head black with a pair of anterior ochraceous marks and a pair of ochraceous spots between lateral ocelli and eyes, much closer to eyes than to lateral ocelli. Antenna fuscous. Postclypeus fuscous with dull ochraceous medial longitudinal stripe. Anteclypeus mostly black except for ochraceous medial ridge. Rostrum ochraceous with fuscous apical part. Gena black with dull ochraceous patch anteriorly between eye and postclypeus and with ochraceous posterior part enclosing lorum.
Inner area of pronotum dull ochraceous with the following black to fuscous marks: a pair of median longitudinal fasciae with their anterior and sub-posterior ends widened laterad; and fascia along margin of inner area, disconnected at antero-medial part. Pronotal collar dull ochraceous with narrowly fuscous outer margin and a pair of fuscous spots on sublateral corner, narrowed and nearly discontinued in middle. Mesonotum black with a pair of curved dull ochraceous mark along lateral margin of submedian sigilla. Operculum dull ochraceous with basal black patch.
Abdomen black with a pair of sublateral spots on tergites 2. Abdominal sternites dull ochraceous with black anterior part each on sternites III through VII (black patch portion being more than basal two-thirds for sternites III through VI).
