Diagnosis (male). Scutum and scutellum dark brown, pleural regions brown ( Fig. 7 View FIGURES 5 – 9 ); hind femur without lobes or well defined groups of setulae ( Figs. 37–38 View FIGURES 31 – 38 ).
Material examined. Holotype ♂, COLOMBIA: Huila: PNN Cueva de los Guácharos Cab. Cedros, 1.62ºN 76.1ºW, 1.xii.2001, pan trap, 1950m, D. Campos col. ( LACM). Paratypes: 2♂, same data, but 18.ii–7.iii.2002, Malaise trap, 1980m, F. Quevedo col. ( IAVH); 1♂, ECUADOR: Sucumbios: Sacha Lodge, 0.5ºS 75.5ºW, 10– 21.x.1994, Malaise trap, 270m, P. Hibbs col. ( LACM).
Description. Male. Body length, 2.0– 2.5 mm. Head. Frons dark brown, except yellow ventral margin, pubescent, without median furrow. Ventral fronto-orbital setae close to the eye margin, ventral interfrontal setae about midway between eye margin and frons midline. Flagellomere 1 light brown, pubescent, oval. Arista preapical, pubescent. Palpus large, yellowish-brown. Thorax. Scutum and scutellum dark brown; pleural regions brown ( Fig. 7 View FIGURES 5 – 9 ); anepisternum dorsally setulose. Legs yellowish-brown, hind femur brown at apex. Foretibia with one dorsal seta at basal quarter and anterodorsal row of strong setae. Midtibia with two basal transverse combs of setae, one anterodorsal setae, two posterodorsal large setae and two small posterodorsal setae between the two large ones. Hind femur swollen (height/length ratio: 0.45) ( Figs. 37–38 View FIGURES 31 – 38 ). Hind tibia with one anterodorsal and 4–5 posterodorsal setae and 11–12 transversal combs of setae. Wing ( Fig. 28 View FIGURES 23 – 30 ). Costa 0.45 of the wing length, R2+3 vestigial, other characteristics as described for the genus. Halter white. Abdomen. Tergites dark brown with lighter posterior band. Hypopygium light yellow ( Figs. 59–62 View FIGURES 59 – 62 ). Left epandrial process large, ventrally concave, with two apical lobes and subepandrial apically setose process. Hypandrium bilobed, laterally microtrichose. Hypoproct with two setae.
Female. Unknown.
Geographic distribution. Known from one mid-elevation site in Colombia and one low-elevation site in Ecuador ( Fig. 72 View FIGURE 72 ).
Etymology. The specific epithet phaeonota refers to the brown scutum, scutellum and pleura of this species and is derived from the Greek roots phaios (dusky, brown) and noton (back).
