Male. Forewing length 2.3 mm. Abdominal sternum VII with a very long, thin, mesal spine. Segment VIII closed dorsally, deeply cleft ventrally so the 2 sides of the segment do not touch in the midline. Segment IX relatively long (reaches segment VI), rounded anteriorly. Subgenital plate fused to a process in the midline. Inferior appendages fused in a triangular lobe, very pigmented at the apex. Phallus with a sclerotized spine at the apex.

Diagnosis. This species seems to be closely related to O. spissa Kelley 1983 and O. brasiliensis Kelley 1983 , especially to the latter. In O. brasiliensis segment VIII is short in the ventral midline, but undivided, and segment IX is short and truncated anteriorly. It is also similar to O. (Dampfitrichia) ulmeri (Mosely) whose generic status was established by Kelley (1984). As in the new species the inferior appendages in O. ulmeri are fused in a triangular mesal lobe, but in this species the mesoventral spine of segment VII is absent, segment VIII is widely excavated posteriorly and with a deep incision laterally, and segment IX has its dorsum complete.

Holotype male. Argentina: Misiones: Parque Provincial Salto Encantado, 8–14.i.2006, Angrisano & Bravo leg.

Etymology. From indigenous Guaraní poapi , eight, being this the 8th species described from Salto Encantado Provincial Park.
