Diagnosis. Wing partly infuscate, with dark brown spots near all cross veins. Epandrium subtriangular; cercus well exposed in lateral view; epiphallus with a fan-shaped tip in dorsal view, distiphallus short in lateral view. Description. Male. Body length 10 mm, wing length 10 mm.
Head black with brown pollen; ocellar tubercle dark brown. Hairs on head black; frons with erect black hairs becoming thicker toward antenna; face with erect black hairs; occiput with short black hairs and yellowish scales, and with dense erect black hairs on edge. Antenna black; scape nearly three times longer than wide, with dense long black hairs; pedicel nearly as long as wide, with short black hairs; first flagellomere cone-shaped, bare, with a two-segmented stylus, and slightly shorter than first flagellomere. Antennal ratio: 3:1:3. Proboscis black with short yellowish hairs; palpus dark brown with black hairs.
Thorax black with brown pollen. Hairs on thorax black and yellow, bristles black; postpronotal lobe with mostly black and a few long yellow hairs; mesonotum with row of long yellow hairs at anterior margin and three long black lateral bristles near base of wing; postalar callus with four black bristles. Thorax with black and yellow scales on back. Scutellum almost with yellow scales entirely but with black scales mid-anteriorly, with five black bristles each side. Legs dark brown with black scales. Hairs on legs black, bristles black. Femora with sparse long black hairs; tibiae and tarsi with short black hairs. Mid femur with four av apically; hind femur with six av apically. Mid tibia with five ad, six pd, six av and seven pv; hind tibia with six ad, six pd, seven av and seven pv. Wing ( Fig. 1 View FIGURES 1 – 5 ) with nearly half infuscate, anterior and basal part infuscate, posterior and apical part hyaline; vein dm-cu with two spur-veins, one short and directed basally, another long and directed distally; wing with dark brown spot near all cross veins. Base of vein C with brush-like long black hairs. Wing with basicosta strong; vein r-m at middle a little closer to tip of discal cell. Halteres yellowish.
Abdomen black with black and yellow scales. Hairs on abdomen mostly black; dorsum with dense long black hairs laterally except tergite 1 with yellowish hairs laterally; dorsum with dense black and yellow recumbent scales. Sternites with dense recumbent black scales.
Male genitalia ( Figs. 6–11 View FIGURES 6 – 11 ). Epandrium subtriangular, with long black bristles apically, nearly as long as high; cercus well exposed in lateral view; epandrium subquadrate, nearly as long as wide in dorsal view; gonocoxae with many black hairs apically, swollen at middle, slightly narrowing apically in ventral view; gonostylus thick at base, acute at tip and slightly curved at middle in lateral view; epiphallus elongate, with a fan-shaped tip in dorsal view, distiphallus short in lateral view.
Female. Body length 11 mm, wing length 10 mm. Similar to male, but wing with thicker spot on vein dmcu.

Distribution. China (Yunnan).
Etymology. The species epithet derives from the Greek “ anemosyris ” means “fan”; referring to the epiphallus with a fan-shaped tip.
Remarks. The new species is similar to H. sytshuana Paramonov , but it can be separated from the latter by the following features: wing with a distinct spot at tip of vein R2+3; thoracic dorsum with dense black and yellow recumbent scales; epiphallus with a fan-shaped tip in dorsal view. In H. sytshuana , the wing has a slight spot at tip of vein R2+3; the thoracic dorsum has the dense black recumbent scales; the epiphallus has a round tip in dorsal view.
