Examined type material: Holotype male seen; in good condition, apex of right wing damaged. One male from Kenya (Mt. Elgon, Health Zone) dissected and illustrated.
Diagnosis. Male frons less than twice as wide as postpedicel; scutum dark brown; dorsocentrals 2+3; katepisternals equidistant one from each other; mid tibia with 1 anterodorsal seta; wing with dark clouds on crossveins r–m and dm–cu; costal spine very long.
Male terminalia. Similar to H. fuscibasis. Sternite 5 longer than wide, with two robust setae on each lobe and with scattered setae on disc ( Fig. 13 View FIGURES 9–16 ); cercal plate square, surstylus a little longer than cercal plate in lateral view ( Figs 14–15 View FIGURES 9–16 ); aedeagal complex with epiphallus longer than postgonite; distiphallus membranous at tip ( Fig. 16 View FIGURES 9–16 ).
Notes. The species was originally described from Kenya and is still only known from that country.
