Diagnosis. Based on shape of pregenital sterna and genitalia, P. niger belongs to the group of species with S6 lacking ventral hair tufts, gonostyli narrow and penis valves apically bulging and bent inside. Apical structure of the S6 is closer to P. ro m a n i. S7 apical structure consists of two parallel, narrowly separated, short teeth (ventral view), resembling those of P. ro m a n i, P. c r a w f ord i and P. nigripes .

By smooth, not shagreened T2–T4, P. niger resembles P. labiatus , from which it differs by brownish wings ( P. labiatus : white) and configuration of male sterna.

Geographical distribution. Russia (Irkutsk Oblast, Zabaykalskiy Kray, Buryatia, Primorskiy Kray ( Osytshnjuk, 1995, as P. dubius ), *Birobidzhan, Amurskaya Oblast ( Proshchalykin, 2004 as P. d u b i u s), *Khabarovsk Kray, and * Mongolia.

Description. MALE. Body length 4.5−5 mm. Shape. Head transverse (0.73−0.80), wider than mesosoma. Antenna attaining posterior end of scutum; pedicel as long as wide, shorter than F1; F1 conical, as long as wide apically, equaling F3; F2 short, transverse, longer than half F1; F3 slightly wider than long; other flagellomeres as long as wide or slightly longer. Labral plate rounded, twice as wide as long, with transverse depression ( Fig. 65 View FIGURES 64 – 85. 64 — 72 ). Facial fovea deep, narrow, apically not enlarged, as wide as distance to eye. Genal area narrower than eye (0.6−0.7; specimens from Mongolia −0.85), wide on 2/3 of length. Middle basitarsus 5 times, hind basitarsus 4.5–5 times as long as wide, parallel-sided. Middle and hind TM2 and TM3 conical, elongate, TM4 cordate, as long as wide. Metasomal terga with marginal zone depressed, medially enlarged, on T1 ca 1/3, on other terga ca 1/2 discal length. Pregenital Sterna & Genitalia ( Figs 64, 66−72 View FIGURES 64 – 85. 64 — 72 ). S2−S5 shiny, deeply tessellate, on disc laterally and preapically with sparse, tiny hair pores a few diameters apart (ca 5 μm /> 4). S3−S5 posterior margins slightly incurved; S4 and S5 with marginal zone depressed stronger than on S2 and S3, with short, dense, yellowish hair fringe, longer on S5. S2−S4 preapically slightly swelled. S6 posterior margin medially widely arcuate and bent ventrally at 45°, with dense hair fringe (lateral view); in ventral view, lateral margins of the lamella look like widely spaced, short, pointed teeth; posterior shoulders of the sternum narrowly rounded, pooled backwards. S7 apically with 2 teeth narrowly separated to their bases (ventral view), directed ventro-posteriorly at 30°, straight, latero-laterally flattened, about 3 times as long as wide basally (lateral view); posterior shoulders narrowly rounded (ca 90°), directed posteriorly, with posterior margin long, horizontal and incurved. S8 neck short, wide, with lateral flaps transverse, less than half length of neck; apical plate as long as wide, without keel, with basal hill obtusely angled. Gonocoxite with shallow dorso-apical depression. Gonostylus narrow, parallel-sided, apically rounded, at halflength bowed inside. Penis valve pale, narrow, apically shortly bulging and bent inside, dorsally with a few erect hairs. Sculpture. Shiny, finely sculptured. Paraocular area on upper part and vertex shagreened, with pits 1−2 diameters apart to confluent (10−15 µm / 0.5−2); paraocular area below smooth, with deep pits 1−2 diameters apart (15−25 µm / 1−2). Frons with fine, transversal, shallow wrinkles and punctures, laterally tessellate and impunctate. Genal area shiny, slightly tessellate or smooth, with pits less than a diameter apart to confluent (15−25 µm / 0.5−2). Supraclypeal area shiny, finely shagreened, with small pits about a few diameters apart; subantennal areas glossy, smooth or delicately tessellate. Clypeus shiny, smooth, with shallow pits about 2 diameters apart (1−4). Scutum and scutellum shiny, delicately tessellate, medially smoother, with dense, irregularly spaced, deep, large pits (10−20 µm / 0.5−2) and shallow punctures; on periphery pits smaller and denser to confluent. Tegula anteriorly punctured confluently, posteriorly impunctate. Scutellum on disc glossy, with large pits widely separated (10−20 µm / up to 5−6); on periphery shagreened. Metanotum shagreened, with shallow, small, round pits merged. Mesepisternum matt, shagreened, with large, shallow pits 1−3 diameters apart (15−25 µm / 1−3). Propodeum shagreened; horizontal part of propodeal triangle rugose, often with a median ray, vertical part tessellated. Metasomal terga shiny, tessellate, with punctures a few diameters apart and marginal zone delicately tessellate, impunctate; T1−T3 medially glossy; T1 basally with punctures denser than on disc; disc and marginal zone smoother than on following terga. Coloration. Wing brown or yellowish-brown, veins and tegulae pale or dark brown. Antenna beneath yellow to brown. Clypeus yellow, with apical and lateral margins narrowly brown. Fore tibiae anteriorly, all knees, tarsi and spurs yellow. Hind basitarsi and sometimes other tarsal segments darkened. Vestiture. Metasomal terga on disc with dense, recumbent, thin, short, white hairs laterally and on apical terga long; T6 and T7 with long hair fimbria grayish.

FEMALE. Body length 4.5−6 mm. Shape. Head transverse (0.80−0.84), as wide as mesosoma. Pedicel as long as wide; F1 elongate, 1.6 F2, shorter than F2 and F3 together; F2−F5 short, transverse, F2 shorter than F3; F6−F8 as long as wide, F9 elongate. Labral plate rounded, twice wider than long, with transversal depression. Facial fovea straight, narrow, apically not enlarged; as wide as distance to eye, lower part wider than distance to eye. Genal area as wide as, or slightly narrower than eye (0.8−1.1), gradually narrowing toward mandible. Middle basitarsus 3−3.5 times as long as wide, parallel-sided, slightly narrowed at both ends, apically straight; TM2>TM3>TM4, TM5 longer than TM2. Hind basitarsus 5−5.5 times as long as wide, parallel-sided, apically with sharp process; TM2>TM3>TM4, TM4 as long as wide, TM5 longer than TM2. Metasomal terga with depressed marginal zone, on T1 ca 1/3, on other terga ca 2/3 discal length; premarginal line rounded, more abrupt under dorsolateral convexities. Sculpture. Vertex shiny, finely shagreened, with deep, round pits a diameter or less apart (15 µm / 0.5−1). Paraocular area finely tessellate, on upper part with small, deep, round pits about a pit diameter apart (10 µm / 1–2), below pits larger and wider spaced (15−20 µm / 1−3). Frons tessellate, with small, deep pits (10 µm / 1−2) laterally sparser. Genal area glossy, posteriorly delicately shagreened, with pits 1−2 diameters apart (15–25 µm / 0.5−3), towards eye wider spaced, along eye impunctate. Supraclypeal and subantennal areas tessellate, with round pits (10−20 µm) about 3 diameters apart. Clypeus shiny, basally and laterally tessellate, with large pits (20−25 µm / 1−4) and punctures; on apico-lateral corners pits dense to confluent. Scutum shiny, on anterior quarter delicately shagreened, on disc smooth or tessellate, with irregularly spaced punctures and pits of different sizes (5, 10−20 µm / 1−4); on periphery small pits dense to confluent. Scutellum on disc glossy, widely impunctate, on periphery shagreened. Metanotum with shallow, small, round pits merged. Mesepisternum shagreened, with, shallow pits 1−3 diameters apart (15−20 µm / 1−3). Propodeum shagreened; horizontal part of propodeal triangle rugose. Metasomal terga smooth, with punctures and tiny pits a few diameters apart (5−10 µm / 1−4), marginal zone tessellate, premarginal line rounded, under dorso-lateral convexities more abrupt. T1 glossy, with punctuation sparser than on the following terga, basally punctures denser; T2 and T3 glossy, basally tessellate; T4 tessellate. Metasomal sterna shiny, deeply tessellate, with dense, small pores (5−10 µm /> 2); S3−S5 basally impunctate. Coloration. Wing brown; veins and tegulae pale or dark brown. Flagellum beneath yellowish-brown. Spurs yellow. Pygidial plate basally reddish and apically black. Vestiture. Pubescence white or yellowish. T2–T4 with short, thin hairs, laterally and on premarginal lines longer. Prepygidial and pygidial fimbriae beige or brown. Metasomal sterna with short, thin hairs sparse, apically denser and longer; S5 with dense, long hair fringe.

Remarks. Revision of the literature indicated that no one had the opportunity to study the type specimen after Nylander and that the type specimen was likely lost after the description was done ( Friese, 1897; Cockerell, 1922). However, the type is in the Finnish Museum of Natural History (Helsinki) and is a senior synonym of P. dubius Osytshnjuk 1995 .
