Diagnosis. Panurginus kozlovi belongs to the herzi- group of species. The newly described male possesses specific peculiarities both exteriorly (e.g., yellow labral plate and lower half of supraclypeal area; short hind basitarsi and mediotarsi) and in pregenital/genital structures (e.g., S7 and S8 apical plate). The female is recognizable by the following combination of characters: labral plate rounded, F1 equaling 1.8 F2; scutal disc smooth, with pits about a pit diameter apart; metasomal terga with punctures 3–4 diameters apart. Body pubescence is much denser than at most of the congeneric species.

Etymology. Pyotr Kuzmich Kozlov (Russian: Пётр Кузьмич Козлов; 1863–1935) is an illustrious Russian investigator of Central Asia, participated and led 6 long term expeditions to Mongolia and China; geographer and archeologist. A knowledgeable zoologist, he had accumulated abundant and diverse collections including many insects.

Geographical distribution. North of central Mongolia (Töv, Övör–Hangay).

Type material. Holotype: 3, MONGOLIA, Urga (Ulan–Bator), 23.VI.1925, P. Kozlov [Урга, Монголия, 23.VI 1925, Козлов], 47˚55’N, 106˚55’E. Paratypes: Mongolia, Tola River, Urga, 3–5. VII.1905, 2 Ƥ, P. Kozlov; Övör–Hangay, near Bayan-Under, 8.VII.1970, 13, M. Kozlov; 20 km ENE Bayan–Under, 8.VII.1970, 1Ƥ, V. Zaytzev.

Description. MALE. Body length 6.5 mm. Shape. Head transverse (ca 0.8), as wide as mesosoma. Antenna short, pedicel as wide as long, F1 elongate, twice F2, F2=F3, transverse; other flagellomeres as long as wide, or slightly longer. Labral plate rounded, twice wider than long. Facial fovea indistinctive, short, wider than distance to eye. Genal area slightly narrower than eye (0.9), from half length narrowing towards mandibles. Middle basitarsus about 3 times longer than wide, slightly enlarged apically; mediotarsi cordate, as long as wide, TM4 transverse (Fig. 56). Hind basitarsus short, parallel-sided, 2.5 times longer than wide; mediotarsi cordate, TM2 as long as wide, TM3 and TM4 transverse. Metasomal terga with marginal zone slightly depressed, enlarged medially, on T1 ca 1/4, T2−T4 ca 1/2 discal length. Metasomal Sterna & Genitalia (Figs 54, 55, 57–63). S3−S6 with lateral, dense, long, white hair tufts. S6 wider than long, with apical elevation deeply arched, inside densely pubescent. S7 basal incurve deep, narrow (60°), dividing sternal body to two oval lobes; posterior margin medially arcuate and bent ventrally at 45˚ (lateral view), from ventral view looks like bifurcation diverged at 120° to 2 short, wide, triangles; sternal disc with median ridge. S8 neck parallel-sided, with lateral flaps elongate, about half neck long; apical plate bent ventrally at 45°, as wide as long, with lateral depressions, bell-like; basal hill widely rounded, directed dorsally (lateral view). Gonocoxite with dorso-apical, rounded excavation twice wider than deep. Gonostylus subtriangularly enlarged, twice as long as wide, widest at base of the large part; internally with dense, long, thin, white pubescence; externally with sparse, short hairs. Penis valve narrow, on most length parallel-sided, at middle of length angle-wise bent inside; apex shortly bulbous and bent out. Sculpture. Paraocular area on upper part, frons and vertex matt, finely shagreened; paraocular area below tessellate, along eye with pits merged (10−20 µm / 0.2−1.5). Genal area shiny, smooth, with shallow pits and pores 1–2 pit diameters apart (20−25 µm / 0.5−2), on upper 1/3 along eye with impunctate, glossy area enlarged apically. Supraclypeal area shiny, smooth, with round pits 2–3 diameters apart (10−15 µm / 1−4). Subantennal areas partially finely shagreened, punctured like supraclypeal area. Clypeus shiny, smooth, with shallow pits sparser medially (15−25 µm / 0.5−4). Scutum and scutellum shiny, on disc smooth, with dense, deep pits a pit diameter apart, on periphery finely shagreened, with pits confluent (10−20 µm / 0.2−2.0). Metanotum shagreened, with tiny, shallow pits a pit diameter apart. Mesepisternum shiny, shagreened, with large, shallow pits 1–2 diameters apart (15−25 µm / 1.0−3.0). Propodeum shiny, laterally tessellate, with shallow pits a diameter or more apart; horizontal part of propodeal triangle gently wrinkled, vertical—tessellated. Terga shiny, finely shagreened, with dense, deep, punctures (2−4); marginal zones smooth, basally shallowly tessellate, impunctate; T1 mostly smooth, anteriorly delicately tessellate, with punctures sparser than on the following terga; T7 glossy. Metasomal sterna shiny, tessellate, medially impunctate, laterally with shallow hair pores 1–2 diameters apart, on S2 sparser. Coloration. Wing yellowish, stigma and veins brownish-yellow. Yellow coloration is on the lower half of supraclypeal area, clypeus, labral plate, fore and middle femorae apically-outside, fore tibia outside, middle tibia basally, tarsi and spurs. Flagellum beneath yellowish. Vestiture. Pubescence white, abundant, denser than at most congeneric species. Metasomal terga on disc and marginal zone latero-basally with dense, short, thin hairs. T6 and T7 fimbriae yellowish-white.

FEMALE. Body length 6.5–7 mm. Shape. Head transverse (0.8), as wide as mesosoma. Pedicel as long as wide; F1 1.8 times F2, slightly shorter than F2 and F3 together; F2−F4 transverse, F5−F8 as long as wide or little longer, F9 1.5 times as long as wide. Facial fovea straight, slightly enlarged towards apex, lower end twice distance to eye and upper end closer. Labral plate rounded, twice as wide as long. Genal area as wide as or little wider than eye, on most of length wide, parallel-sided. Middle basitarsus parallel-sided, 3 times longer than wide; mediotarsi conical, little longer than wide. Hind basitarsus parallel-sided, 3.5 times longer than wide; mediotarsi conical, TM2 and TM3 longer than wide, TM4 as long as wide. Metasomal terga with distinctly depressed marginal zone, on T1 ca 1/3, on T2−T4 1/2 discal length. Sculpture. Paraocular area on upper part, frons and vertex matt, finely shagreened; paraocular area below tessellate or smooth, with pits mostly merged (10−20 µm / 0.2−1.5). Genal area shiny, smooth, with shallow pits merged (15−20 µm / 0.5−1), below pits larger and sparser (20−30 µm / 1−2); on upper 1/3 along eye with impunctate, glossy area, apically wider. Supraclypeal and subantennal areas shiny, tessellate or smooth, with round pits 2−3 diameters apart (10−15 µm / 1−4). Clypeus glossy, basally delicately shagreened, with deep round pits of various sizes, on disc a few diameters apart, laterally denser (15−30 µm / 1−5). Scutum shiny, mostly smooth, on anterior third delicately shagreened, with dense, round pits a pit diameter apart (10−20 µm / 0.5−2), on periphery pits smaller and confluent. Scutellum glossy, on periphery shagreened, on disc with pits and pores 1−4 diameters apart. Metanotum matt, shagreened, with shallow pits a pit diameter apart. Mesepisternum shagreened, with shallow pits large, round and oval, 1–2 diameters apart (20−35 µm / 1−3). Propodeum shagreened, with shallow pits one or more diameters apart; horizontal part of propodeal triangle gently wrinkled. Metasomal terga shiny, with punctures 3–4 diameters apart, medially sparser; marginal zones slightly tessellate, impunctate. T1 delicately tessellate, medially smoother and punctured sparser than the following terga; T2 and T3 shagreened. Metasomal sterna tessellate, with shallow hair pores 1–2 diameters apart. Coloration. Antennal flagellum beneath pale. Wing yellowish with stigma brown and veins yellow or brown. Spurs yellow. Metasomal terga with marginal zone translucent, light brown. Vestiture. Pubescence white, abundant, denser than at most other congeneric species; T1 pubescent sparser than other terga. Prepygidial and pygidial fimbriae white. Metasomal sterna with moderately dense, erect, white hairs, apically longer; S5 with dense, long, white hair fringe. Pygidium black, basally reddish.
