Body length 2.7 mm, fore wing length 3.5 mm. Head. Transverse in dorsal view, 1.8× as wide as long and as wide as mesoscutum. Temple shiny and almost impunctate, strongly constricted. Face very shiny, polished without pubescence, inner margin of eyes weakly subparallel, 0.8× as high as wide. Ocelli relatively large, distance between fore and a hind ocellus smaller than diameter of an ocellus, posterior imaginary tangent to fore ocellus transecting hind two ocelli, POL:OD:OOL=4.0:2.3:4.0. Antenna distinctly longer than body, penultimate antennomere 1.8× longer than wide. Mesosoma. Length:breadth:height=52.5:30.0:35.5. Disc of mesonotum shiny, shallowly punctate, interspaces much larger than diameter of punctures. Scutellar sulcus nearly straight, a little wide with eight carinae in between. Scutellum shiny, polished with indistinct small punctures. Propodeum relatively dull, with long setose small punctures anterior-laterally, deeply concave with obsolescent punctures medially, posteral-lateral polished field with few rugae. Mesopleuron highly polished, with shallow setose punctures anteriorly. Legs. Hind femur 3.5× longer than wide. Spines on outer side of hind tibia relatively sparse. Inner spur of hind tibia nearly half length of hind basitarsus, outer spur distinctly shorter (2/5). Basitarsus of hind leg weakly shorter than tarsomeres 2–4 combined (20.0:22.0). Wings. Pterostigma 2.7× as long as its widest part. Vein 1-R1 (metacarp) 1.2× longer than pterostigma, 5.2× as long as its distance from the apex of the marginal cell. Vein r arisingfrom apex of pterostigma, almost as long as width of pterostigma, vein r 1.7× longer than vein 2-SR, distinctly angled at their meeting, vein 2-M 5/6 length of vein 2-SR. 1 st discalcell nearly 1.3× wider than high. 1 st submarginalcell of hind wing 2× wider than high. Vein cu-a curved. Metasoma. Distinctly shorter than thorax (42.5:52.5). T1 parallel-sided, 1.5× longer than wide posteriorly, concave at basal two fifth, turned-over part relatively dull, with numerous longitudinal rugosity and medial polished trough. T2 shiny, mostly polished, abruptly curved into T3, transverse, 3.0× wider than long in the middle. T3 almost as long as T2. Tergites after T2 shiny, polished, pubescent. Hypopygium not shorter than apex of abdomen. Ovipositor sheath nearly as long as hind tibia, narrow and parallel-sided. Colour. Body black. Tegula black. Spurs pale yellow. Palpi pale yellow. Antenna and ovipositor sheath evenly dark brown. Labrum and distal mandible light reddish yellow, basal mandible dark red. Fore leg, mid tibia, mid tarsus, distal fourth of mid femur, mid trochanter, hind trochanter and basal half of hind tibia bright yellow, the rest parts dark to black. Wing membrane hyaline, vein 1-R1, C+SC+ R andpterostigma brown, alar veins light yellowish brown, pterostigma with basal white spot.  Viaration.Fore wing length 3.1–3.6mm.  Male.Unknown.   Host.Unknown.     Materialexamined. Holotype: ♀, Dahaoping, Tengchong, Yunnan, 2009.  V.24, Zeng Jie, No.200904167.  Paratypes: 1♀, Jietouxiang( Mt.
