Holotype. female, China, Shaanxi, Foping, 28.VII.1999, by sweeping, Coll. CD Zhu ( IZCAS). Paratypes: 3 females, 2 males, data same as holotype.

Description. Female (Holotype): length excluding ovipositor 1.1 mm ( Fig. 36 View FIGURES 35 – 37 ). Head dark brown with slight green sheen; pronotum and mesonotum dark brown with purplish sheen; posterior half of scutellum with metallic green sheen; propodeum pale brown; mesopleuron yellow; antenna with scape yellow-brown dorsally and yellowish ventrally; pedicel and flagellum dark brown; maxillary and labial palpi yellow; wings hyaline; legs mostly yellow except hind femur dark brown ( Fig. 20 View FIGURES 14 – 21 ); metasoma with slightly purplish sheen; ovipositor sheath yellow.

Head. Frontovertex about one-third head width; ocelli forming an acute angle; eyes clothed in very fine, inconspicuous setae and slightly overreaching occipital margin, which is sharp; scrobe deep; torulus located midway between lowest eye margin and clypeus, separated from each other by about 1.5× own diameter; antenna with scape cylindrical, 6.3× as long as broad; pedicel subtriangular, 1.74× as long as broad; funicle with F1–F3 subequal in length, moniliform, F4–F6 subequal in length, F6 widest, ratio of width and length for each segment: 1.5, 1.5, 1.5, 1.3, 1.3, 1.7; clava 3-segmented, apex with slightly oblique truncation ( Fig. 14 View FIGURES 14 – 21 ); mandible with three acute teeth ( Fig. 15 View FIGURES 14 – 21 ); maxillary and labial palpi 4- and 3-segmented respectively.

Mesosoma. Dorsum clothed with fine setae except apical half of scutellum smooth; pronotum very short, about one-seventh as long as mesoscutum, with polygonal reticulate sculpture; mesoscutum subquadrate, about 1.7× as broad as long, sculpture as pronotum; scutellum about 1.3× as long as broad, anterior sculpture as mesoscutum but shallower and posterior part smooth; fore wing ( Fig. 16 View FIGURES 14 – 21 ) about 2.5× as long as broad; costal cell with more than one line of setae dorsally; linea calva more or less closed by a single line of setae dorsally; marginal vein about as long as postmarginal vein and about half as long as stigmal vein.

Metasoma. Shorter than mesosoma; hypopygium reaching slightly more than two-thirds length of metasoma; ovipositor clearly exserted ( Fig. 21 View FIGURES 14 – 21 ), relative proportion of OL and MT: 80:42.

Male. Head mostly orange-yellow except ocellar area dark brown and gena marked with brown spot; dorsum of mesosoma and metasoma dark brown; mesopleuron and legs yellow; wings hyaline.

Head. Frontovertex with regular polygonal reticulate sculpture and clothed in relatively long setae; eyes clothed in very fine, inconspicuous setae; antenna ( Fig. 32 View FIGURES 31 – 34. 31 and 33 ) with scape 5× as long as broad; pedicel 1.8× as long as broad; all funicle segments moniliform, and more or less gradually larger toward apex; clava entire.

Mesosoma. Dorsum clothed in dense setae; mesopleuron slightly reduced in size relative to female, posteriorly slightly separated from propodeum; fore wing 2.4× as long as broad.

Metasoma. About as long as mesosoma; genitalia ( Fig. 34 View FIGURES 31 – 34. 31 and 33 ) with distinctly long and slender aedeagus, about 1.6× as long as mid tibia; phallobase with elongate parameres and digiti, each of which with one apical hook.

Relative measurements. SL 20, SW, 5, PL 9, PW 5, FWL 120, FWW 50, MT 37, AL 59. Host. Unknown.

Distribution. China (Shaanxi).

Etymology. The species is named after Dr. John S. Noyes (The Natural History Museum, London, England).
