Female. Holotype. Length, 1.0 mm (Paratype, length, 0.90 mm; gastral tergites retracted) Head black, shiny. Antenna with radicle, proximal two-thirds of scape, and proximal two-thirds of pedicel, dark brown; distal thirds of scape and pedicel white; flagellum white, with pale brown suffusions. Mesosoma shiny black; scutellum matt, sides and apex smooth and dull bluish green; tegula black. Wings hyaline. Legs with all coxae black; all femora black except white bases and apices; fore tibia dark brown with base and about apical third white; mid and hind tibiae each with a short, sub-basal dark brown band, bases and apical two-thirds white; fore tarsus with segment 1 white, 2–5 yellow to brownish yellow; mid tarsus with segment 1 white, 2–4 whitish yellow, 5 yellowish brown; hind tarsus with basal two segments white, 3–5 yellow to yellowish brown. Metasoma black; TI and TII largely with bluish shine; other tergites with purple shine; third valvula dark brown.
Head. Occipital margin rounded; frontovertex width 0.17× head width; ocellar triangle with apical angle acute; posterior ocellus touching margin of eye, and about one ocellus diameter to occipital margin; POL about equal to OCL; head, in frontal view (Fig. 112), very slightly broader (1.1×) than high; scrobes inverted V-shaped with rounded margins; eye height 2.38× malar space; frontovertex with raised, polygonal reticulate sculpture, the cells become fine and elongate reticulate between scrobes and eye margins and on malar space; setae on head white, except a few setae between occipital margin and posterior ocelli, pale brown; eye with short, hyaline setae. Mandible apically narrow, with two pointed teeth, and slightly receding rounded tooth (Fig. 113). Antenna (Fig. 111) with scape 6.5× as long as broad, and slightly shorter than funicle; pedicel longer than F1 and F2 combined; F1–F5 each longer than broad, each at least about 1.2× as long as broad, F6 quadrate; F4–F6 with longitudinal sensilla; clava (slightly distended in holotype), 2.3× as long as broad, [but in paratype, 2.5× as long as broad], and slightly shorter than preceding four funicle segments combined. Relative measurements (holotype, slide)—head frontal width, 45; frontovertex width, 8; head frontal height, 40; eye height, 31; malar space, 13; antennal scape length, 20.
Mesosoma (Fig. 114), on card, slightly longer than metasoma (35:32), but on slide, slightly shorter than metasoma (44:47.5); mesoscutum with raised reticulations, the cells transversely elongate, except in a small subtriangular area in middle of posterior third where the cells are polygonal; scutellum with strongly raised polygonal reticulations, slightly elongated on sides, the cells small but deeper than on mesoscutum; setae on mesosoma pale brown; propodeum distal to spiracles with a few silvery white setae. Fore wing (Fig. 115) 2.11× as long as broad; costal cell with a single line of setae in distal half of ventral surface, which become 2–3 lines in proximal half; discal setae in about proximal two-thirds hyaline except for a short line proximal to linea calva and the filum spinosum; basal triangle bare; linea calva open posteriorly; marginal vein punctiform; postmarginal vein as long as marginal vein, but distinctly shorter than stigmal vein. Relative measurements (holotype, slide)—mesosoma length, 44; mesoscutum length (width), 18 (39); scutellum length (width), 21 (24); mid tibia length, 37; mid basitarsus length, 13.5; mid tibial spur length, 9.5.
Metasoma (Fig.). Ovipositor extends from base of gaster and very slightly exserted at apex. Relative measurements (holotype, slide)—TVII length, 25; ovipositor length, 51; third valvula length, 10.5; ovipositor stylets length, 50.

Etymology. The species name is an arbitrary combination of letters, and may be taken as a noun in apposition.
Comments. This new species does not run to any species in the keys given by Prinsloo (1987), Trjapitzin (1989), Huang & Noyes (1994) and Noyes (2010). From all the described species, the new species can be differentiated by the following combination of characters: body black; all coxae and femora, except both ends, black; mid and hind tibiae with dark brown sub-basal bands; head 5.6× as broad as frontovertex width; mandible apically narrowed, with two pointed teeth and a receding dorsal rounded tooth; pedicel longer than F1 and F2 combined; F1–F5 each slightly longer than broad; mesoscutum largely with transversely elongate reticulate sculpture; fore wing 2.11× as long as broad; marginal vein punctiform, as long as postmarginal vein; ovipositor 1.37× as long as mid tibia length; second valvifer 3.85× as long as third valvula; third valvula slightly (1.1×) longer than mid tibial spur length.
