Phlogothamnus pseudorugosus n. sp.

Description. Length of male 4.4 mm. Overall color pale ochraceous. Crown apex cream colored, disc with pattern of fused dark brown lines enclosing two round orange spots posteromesad of ocelli and pair of larger orange areas more posterad; face with distinct black macula just above antennal pit and smaller black spot just below ocellus. Pronotum light brown with indistinct fuscous markings. Mesonotum and scutellum with symmetrical brown, orange and yellow markings. Forewing unmarked except three small fuscous spots along commissural margin of clavus. Legs unmarked except for darker bases of macrosetae.
Front femur AM1 near ventral margin, IC row with 14 fine setae, AV with ~15 very short, stout setae; tibia rows AD and PD with 1 and 4 macrosetae, respectively, AV with numerous macrosetae, PV without distinct setae. Hind tibia formula PD:AD:AV 18:10:17, tarsomere I pecten with 3 platellae.
Male pygofer with posteroventral process stout, arising as continuum of well-sclerotized ventral submarginal ridge, divergent from margin of lobe, curved dorsad and somewhat broadened medially then tapered to acuminate tip but not reaching posterodorsal corner of lobe. Style apophysis large, nearly straight, expanded near base and gradually tapered to bluntly angulate tip, surface distinctly denticulate, mesal margin with 5–6 prominent preapical teeth. Connective relatively short and broad, V-shaped, stem absent. Aedeagus without preatrium, atrium same width as shaft in posterior view, dorsal apodeme constricted below truncate apex in posterior view; shaft moderately long, curved slightly dorsad, tubular, slightly tapered through most of length, gonopore on short posteroapical extension.
Etymology. The species name refers to the similarity of this species to P. rugosus Li.
Material examined. Holotype male, VIETNAM: Ninh Binh, Cuc Phuong NP center 20.3522ºN 105.5983ºE, 370m, 8 July 2019, C.H.Dietrich, sweeping along rd., VN19-2-3 (VNMN). Paratype, 1 male, VIETNAM: Ninh Binh, Cuc Phuong NP, ca. entrance 20.2501ºN 105.7145ºE 156m, 3 July 2019, C.H.Dietrich, Hg vapor light in forest, VN19-1-2 (INHS) .
Notes. This species resembles P. rugosus Li, described from China, but differs in having the pygofer appendage shorter, the aedeagal shaft longer and narrower, the style with prominent teeth preapically and the connective without a stem.

Notes. This species was previously recorded from Bangladesh, India and southern China. It is here recorded from Vietnam for the first time.
