Description. FEMALE (holotype). Body dark brown except petiole light brown; scape and pedicel light brown, flagellum brown but with clava a little darker than funicle; legs light brown (as in Fig. 106). Head (as in Fig. 105) wider than high; face with fine, inconspicuous subtorular grooves. Antenna (Fig. 107) with scape, excluding short radicle, 3.0× as long as wide, smooth; pedicel smooth, longer than any funicular and 2.0× as long as wide; F4 the shortest and F2 the longest funiculars, F1, F3 and F5 just slightly longer than F4, length to width ratios of funiculars: F1—2.5, F2—4.0; F3—2.5; F4—1.7; F5—2.0; F6—2.5, all funiculars without mps; clava 2.5× as long as wide, about as long as combined length of the 4 preceding flagellomeres, with 6 mps. Mesosoma (Figs 108–109) about 1.6× as long as wide, pronotum, mesoscutum and scutellum with fine mesh-like sculpture; pronotum apparently at least partially divided mediolongitudinally; mesoscutum much wider than long, with indistinct notaular grooves except for anterior pits; scutellum longer than mesoscutum, with campaniform sensilla almost touching anterior margin and far apart from each other, and with an incomplete row of frenal foveae (these absent medially); propodeum smooth, with median carina extending from posterior margin for about half length. Fore wing (as in Fig. 110) reduced, 5.4× as long as wide; marginal vein with 1 dorsal macrochaeta; disc infumate, densely setose beyond venation, the discal setae originating behind marginal vein and some of them up to 100 µm, this creating a “hairy” appearance; longest marginal seta 2.0× greatest width of wing. Hind wing (as in Fig. 111) strongly reduced, almost without membrane. Metacoxa almost smooth. Petiole (Fig. 109) with large anterolateral “wings”. Ovipositor occupying 0.85 length of gaster (Fig. 109), barely exserted beyond gastral apex, and 1.2× length of metatibia.

Measurements of the holotype (µm). Mesosoma: 221; gaster: 288; ovipositor: 273. Scape: 100; pedicel: 55; F1: 27; F2: 48; F3: 30; F4: 26; F5: 30; F6: 42; clava: 118. Fore wing: 625:115; longest marginal seta: 227. Hind wing: 179:9; longest marginal seta: 9.

Variation (paratypes). Body length (dry-mounted specimen, Fig. 106) 560–610 µm. Occasionally, only the head except face, and mesosoma and apical gastral terga dark brown, the face and basal gastral terga lighter brown, and in some specimens short notaular grooves distinct. In slide-mounted specimens, scape, excluding radicle, 2.7–3.1× as long as wide, clava 2.4–2.8× as long as wide, fore wing (Fig. 110) 5.2–5.6× as long as wide, longest marginal seta about 1.4× greatest width of fore wing, petiole about 2.6× as long as wide, and ovipositor 1.2–1.3× length of metatibia.

MALE (paratypes). Body length (dry-mounted specimen, Fig. 112) 500–625 µm. Similar to female in color except scape and pedicel light brown, and flagellum uniformly brown. Antenna (Fig. 113) with scape, excluding radicle, 2.1–2.2× long as wide. Fore wing (Fig. 114) 4.1–5.3× as long as wide; longest marginal seta 1.8–2.3× greatest width of wing; hind wing (Fig. 115) strongly reduced, almost without membrane. Genitalia (Fig. 116) typical for species of P. ( Polynema) (Triapitsyn & Fidalgo 2006), 220 µm long; digitus with 2 small denticles apically.

Diagnosis. This brachypterous species is characterized by the unique combination of fore wing with very long discal hairlike setae (Figs 110, 114) and hind wing strongly reduced, almost without membrane in both sexes (Figs 111, 115).

Etymology. The species name is a noun in apposition; it means queen in Russian.
