Abridged from Gnezdilov (2018). Within Thioniini, the genus is characterized by the following combination of characters: coryphe (vertex) nearly square, metope (frons) with (complete or incomplete, but always present) distinct median carina and weak sublateral carinae joined below apex of frons; forewings elongate, lacking hypocostal plate; hind tibiae with two lateral spines in distal half. Male genitalia: aedeagus with distinctive ventral hooks, curved and directed ventrocephalad (however, according to Fennah (1955), those are absent in Cheiloceps clusiae Fennah, 1955); gonostyli elongate, apically tapering. Holotype: “Lantana lila // leg. R.H. Cobben / Little mountains / 8-1-1957 / St. Eustatius ” ♂ in coll. RMNH.</p><p>Paratypes: “ St. Eustatius N.A. / Cultuurvlakte / 4-1-1957 / leg. R.H. Cobben ” 1♂ 1♀ in coll. RMNH; “leg. R.H. Cobben / Little mountains / 8-1-1957 / St. Eustatius ” 4♂ 3♀ 1 nymph in coll. RMNH [genitalia of 1♂ missing] .</p><p>Description. Measurements Length: ♂ 4.0–4.4 (average 4.2) mm (n=4); ♀ 4.8–4.9 (average 4.85) mm (n=4).</p><p>Colouration. Overall pale yellow-brown (Fig. 2). Head with the apex of frons, between lateral and sublateral carinae, dark brown to black (Fig. 2E–F). Pronotum laterally with a roundish dark-brown spot below the compound eye (most evident in frontal view, Fig. 2E–F). Hindlegs with apices of spines dark (Fig. 2A–B). Forewings in male brownish yellow, apical margin with three small brownish spots between apex of clavus and the apex of MP 3+4 (Fig. 2A,C). Females slightly darker than males, with forewings bearing faint brownish spots which create less evenly coloured forewings compared to those of males (Fig. 2B,D).</p><p>Structure. Head in dorsal view (Fig. 2C–D) nearly as broad as pronotum. Vertex 1.5–1.7 times wider at widest point than long at midline; median carina distinct at base, fading towards apex and not reaching anterior margin; anterior margin with nearly straight transversal carina; posterior margin broadly, subtriangularly incised. Frons (Fig. 2E–F) longer than wide at widest point, widest at level of antennae; sublateral and median carinae distinct and complete, sublateral carinae meeting below upper margin of frons; frons in frontal view with dorsal margin slightly concave. Frontoclypeal suture well visible, sinuate. Clypeus with complete median carina (more obscure on anteclypeus). Antennae with scape rounded, short; pedicel as long as wide, bearing sensory plaques.</p><p>Pronotum in dorsal view (Fig. 2C–D) longest medially, strongly narrowing to a thin paradiscal field behind compound eyes. Paranotal lobes (Fig. 2E–F) forming a broad plate ventrad of compound eyes. Mesonotum (Fig. 2C–D) medially much longer than laterally, along median line 2.6 times longer than length of lateral carinae; median carina obscure and incomplete, lateral carinae distinct and complete. Tegulae large, lacking carinae. Hind tibiae (Fig. 2A–B) with two strong lateral spines in apical half, apex with 8 spines, first tarsomere with 10 apical spines, second tarsomere with two latero-apical spines.</p><p>Forewings broadest at level of MP fork (Fig. 2A–B); ScP+R as short common stem from basal cell. RA unibranched, RP unibranched, MP bibranched, CuA unibranched. Males with very few, weakly-defined, cross-veins; females with more, better-defined, cross-veins.</p><p>Male terminalia. Pygofer in lateral view (Fig. 3A) much higher than broad, subrectangular; anterior margin weakly sinuate, posterior margin from venter to 2/3rd of its length linear, dorsal 1/3rd curved anteriorly to dorsal margin; pygofer narrow dorsad. Gonostyli with a broad, roundish plate, dorsally with a large capitulum; capitulum with a broad base, as broad as dorsal margin of gonostylus, narrowing towards apex, without subapical constriction (‘neck’), anteriorly bulbous, lateral tooth of capitulum distinct (Fig. 3D). Connective large, cup-like, at apex narrow (Fig. 4A–B, 5). Phallotheca in lateral view (Fig. 4A, 5) with dorsal and ventral margin straight, curved dorsally at apex, dorsal margin expanded laterally dorsad of ventral aedeagus hooks and thus broader than ventral margin (Fig. 4B–C); ventral phallobase lobe relatively narrow, in caudal view widest medially, narrowing towards apex, which is narrowly rounded (Fig. 4D); ventral aedeagus hooks directed anteriorly, medially with subrhomboid shaped expansion which has a pointed tooth at its dorsal margin and a rounded expansion at its ventral margin, ventral aedeagus hooks at apex curved anterodorsad (Fig. 4A, 5); apical processes of aedeagus small and narrow, in caudal view hardly protruding dorsad of ventral phallobase lobe (Fig. 4D). Anal tube (Fig. 3B–C) elongated, in lateral view highest from its base to base of paraproct, then sloping down at dorsal margin after which it is slender; ventral margin subbasally slightly curved posteroventrad, continuing in a straight line; in dorsal view elongate diamond shaped, broadest at level of apex of paraproct; epiproct not visible, paraproct longer than broad, weakly spatulate.</p><p>Differential diagnosis. The new species can be distinguished from all species in the genus Cheiloceps by the following combination of characters: light general coloration, three indistinct darker spots along apical margin of forewing, median carina on frons complete, anal tube with ventral margin nearly straight and ventral aedeagus hooks with a wide subrhomboid shaped expansion medially. Cheiloceps anguillana (Fennah, 1965) and C. laodice are geographically the closest recorded species. The new species differs from C. anguillana as follows: dark spot(s) along apical margin of forewing indisctintive (distinct in C. anguillana), gonostylus more elongate than in C. anguillana and aedeagus with ventral hooks medially subrhomboid (ventral hooks not expanded medially in C. anguillana). From C. laodice, the species differs most notable in the presence of a subrhomboid expansion of the ventral hooks of the aedeagus (ventral hooks not expanded medially in C. laodice).</p><p>Distribution. Sint Eustatius (Fig. 1A).</p><p>Biology. Little information on the biology of the species is available and is based on label data only. Specimens have only been collected in January; however, this is likely an artifact of limited collecting activities in other months. Part of the type-series was collected on Lantana sp. ( Verbenaceae), however, it is unknown if this is a true host plant of the species.</p><p>Etymology. The specific epithet “ statiensis ” refers to Statia, the name locally used for Sint Eustatius. Light straw-coloured species (Figs 6–7), with two small dark areas at apex of frons and a small spot at the pronotum behind the compound eyes (Fig. 7E–F). Forewings completely straw yellow, with two dark spots along apical margin behind level of clavus (Fig. 7A–D). In living specimens (Fig. 6) the colouration is darker, sometimes almost greenish caused by a powdery substance covering the living specimens, but this disappears in dead specimens. Anal tube in lateral view with ventral margin nearly straight, only weakly curved ventrad at level of epiproct; apex tapering (Fig. 8 A–C; Fennah 155, figs 3j, 5v). Most notably differing from other species in the genus by the shape of the aedeagal processes, which are elongate, directed anteriorly and near the apex abruptly sinuate (Fig. 9; Fennah 1955, figs 3k–l).</p><p>Distribution. Montserrat (Fennah 1955) and Saba (Fig. 1B).</p><p>Ecology. Based on observations by the first author on Saba, the species can be found between 100–800 m in a wide variety of habitats, although rarely present in closed forest and clearly preferring sun-exposed habitats such as forest-edges, gardens and half-open forest with a shrub-layer. Feeding was not observed, but specimens were usually swept from a variety of shrubs and trees, while it was never collected from purely herbaceous vegetations. The record from Mangifera indica L. ( Anacardiaceae) concerns the only specified potential food plant.</p><p>Notes. The new records of C. laodice from Saba create an interesting, disjunct, distribution with records from Montserrat and Saba, but no records from the intermediate islands of St. Kitts &amp; Nevis and St. Eustatius. In fact, no Issidae records from St. Kitts &amp; Nevis exist, despite Fennah’s work on the Fulgoromorpha fauna of these islands, and the Cheiloceps population from St. Eustatius is here identified as a new species. Reasons for this disjunct distribution remain unknown and the lack of ecological data makes it difficut to create a solid hypothesis.</p><p>The type series of C. laodice is supposed to be deposited in the USNM collection ( Smithsonian National Museum of Natural History, Washington, USA) (Fennah 1955). However, the types could not be traced in the collection (Stuart McKamey pers. comm.). Also in the BMNH collection (Natural History Museum, London, UK), where many of Fennah’s types are deposited, the species is not present (D.
