Male holotype 6.2 mm, male paratypes 6.0– 6.2 mm (n = 16), female paratypes 6.3 mm (n = 5).

Diagnosis

The new species has the following combination of characteristics: (1) dorsal surface dark brown to black; head with small bluish-white spots (Figs. 1A, B, 3A–C); forewings with large bluish-white circular transcommissural macula, its anterior part covering scutellum (Figs. 1A, 3A–C); (2) male pygofer with broadly rounded posterior margin (Fig. 1C); (3) styles with distal portion, behind preapical lobe, moderately elongate and truncate apically (Fig. 1E); (4) aedeagus with conspicuous posterior projection directed dorsally, without apical crown of spines or basidorsal lobe (Fig. 1F); (5) paraphyses with basal process of ramus well developed, spiniform (Fig. 1H, I); (6) female sternite VII with posterior margin slightly concave (Fig. 2A, C).

Description

Head (Fig. 1A, B), in dorsal view, strongly produced anteriorly; median length of crown approximately 8/10 of interocular width and 5/10 of transocular width; ocelli located distinctly anterad of line between anterior eye angles, each slightly closer to median line than to adjacent anterior eye angle; surface of crown distinctly depressed medially behind ocelli and laterally between each ocellus and adjacent eye, with small lenticular impressions on area of frons and slightly rugose and punctate on area of vertex; compound eyes, in dorsal view, elliptical; crown, in lateral view, distinctly declivous anteriorly. Antennal ledge, in dorsal view, weakly protuberant; in lateral view, anterior margin perpendicular, slightly convex inferiorly. Face without conspicuous pubescence; frons slightly convex; muscle impressions distinct; surface with small lenticular impressions; clypeus flattened, its contour continuing profile of frons.

Thorax (Fig. 1A, B) with pronotal width less than transocular width of head; lateral margins of pronotum approximately parallel; posterior margin concave; central portion of pronotal disk with transverse rugae, except anteriorly; dorsolateral carinae complete, approximately rectilinear, slightly declivous anterad. Mesonotum with scutellum (i.e., area behind transverse sulcus) not striated. Forewing without distinct apical membrane; veins not very distinct except apically, not elevated. Hind leg with femoral setal formula 2:1:0 or 2:1:1; length of first tarsomere greater than combined length of second and third; with two parallel rows of small setae on plantar surface.

Color (Figs. 1A, B, 3A–C). Ground color of dorsum dark brown to black. Crown with nine or eleven bluish-white spots located as follows: two medially on apex, one on apex of each antennal ledge, one near each anterior eye angle (absent in holotype), inconspicuous one around each ocellus, and three on posterior margin (one adjacent to each posterior eye angle and one on median line); compound eyes red. Anterior half of forewings with large, transcommissural bluish-white macula extending over scutellum and with irregular outer margin; posterior portion of costal margin with bluish-white spot extending to posterior half of outer anteapical cell. Face with frons dark brown to black, with pair of bluish-white spots on superior portion; remaining facial areas (clypeus, lora, maxillary plates, and genae) brown with small yellowish-brown portions; labrum and labium mostly yellow. Lateral and ventral portions of thorax and abdomen mostly brown with yellow areas. Legs yellow to brownish-yellow.

Male terminalia with pygofer (Fig. 1C), in lateral view, well produced posteriorly; without processes; posterior margin broadly rounded and moderately expanded; ventral margin with distinct concavity; surface with macrosetae distributed mostly on posterior third and extending anteriorly along ventral margin. Valve (Fig. 1D), in ventral view, transverse, slightly curved. Subgenital plate (Fig. 1D), in ventral view, subtriangular, distinctly narrowed on basal half, outer margin rounded at base; few uniseriate macrosetae distributed mostly on basal half; plates separated medially from each other throughout their length; in lateral view, not extending as far posteriorly as pygofer. Connective (Fig. 1E), in dorsal view, small, Y-shaped, arms and stalk very short. Style (Fig. 1E), in dorsal view, elongate, extending much farther posteriorly than apex of connective; distal portion, behind preapical lobe, moderately elongate, more sclerotized, and truncate apically; preapical portion with few setae on outer margin. Aedeagus (Fig. 1F, G) symmetrical; shaft, in lateral view, with conspicuous posterior projection directed dorsally, without apical crown of spines; gonoduct distinct, curved ventrally at apical portion; gonopore located preapically. Paraphyses (Fig. 1H, I) symmetrical, articulated with apex of connective; stalk long and broad; rami robust, shorter than stalk, each ramus with basidorsal dentiform projection.

Female paratypes. External morphology and color similar to those of the male holotype. Terminalia with sternite VII (Fig. 2A–C), in ventral view, with posterior margin distinctly concave. “Internal” sternite VIII, in dorsal view, without sclerotized areas. Pygofer (Fig. 2A, B), in lateral view, moderately produced posteriorly; posterior margin narrowly rounded, with small dorsal projection; macrosetae distributed mostly on posterior half and extending anteriorly along ventral margin. Valvifer I (Fig. 2D, G), in lateral view, subquadrangular. Valvulae I (Fig. 2D–G), in lateral view, with apex acute; dorsal sculptured area extending from basal portion of blade to apex, formed mostly by scale-like processes arranged in oblique lines; ventral sculptured area restricted to apical portion of blade, formed mostly by scale-like processes; ventral interlocking device located on basiventral half of blade. Valvifer II (Fig. 2J), in lateral view, somewhat falciform, narrowed on superior portion; with distinct sensory field adjacent to articulation point. Valvulae II (Fig. 2H, I), in lateral view, with dorsal margin convex and ventral margin mostly straight; preapical prominence distinct; apex obtuse; dorsal margin with about 20 continuous triangular teeth; most teeth elongate, their ascending portion short and steeply declivous, descending portion long and gradually declivous; first three or four teeth distinctly smaller than remaining ones; denticles distributed on teeth and on dorsal and ventral apical portions of blade, except on apex; dorsal dentate apical portion longer than ventral dentate apical portion. Gonoplacs (Fig. 2J) of the usual Cicadellinae type; in lateral view, with basal half narrow and apical half distinctly expanded; apex obtuse, broad; blade with many tiny spiniform processes and few setae on apical portion and extending anteriorly along ventral margin.

Intraspecific variation. The number and position of the bluish-white spots on the crown show variation (Figs. 1A, B, 3A, C); notably, the spots near the anterior eye angles are sometimes absent, as seen in the holotype, so that the total number of spots ranges from nine to eleven.

Etymology. The species name, coeruleomaculata, is formed by the combination of the Latin words “caeruleus,” meaning “sky-blue,” and “maculatus,” meaning “spot” or “macula,” referring to the conspicuous bluish-white transcommissural macula that occupies the anterior half of the forewings and extends over the scutellum (Figs. 1A, 3A–C).

Type material.
