Description. Female. Body length 3.6 mm; fore wing length 2.9 mm.

Face medially 1.0 × as wide as high; smooth and polished, with shallow, sparse punctures, eyes not setose, dorsal ridge of face inbetween antennal sockets with an obtuse median prominence; orbits strongly divergent ventrally; head transverse; face profile nearly straight, edge of clypeus straight, slightly impressed, antennal sockets not on a distinct high shelf (Hw/Fp = 9.2); subocular sulcus sharp, slightly bent towards occiput; maxillary palp reaching slightly beyond fore coxa. In dorsal view, head posteriorly slightly concave, temples very short, about 0.15 × eye width, hind ocellus separated from eye by 0.8 × ocellar diameter, anterior ocellus separated from eye by 1.8 × ocellar diameter, with ocellar-ocular grooves. Minimum distance between antennal sockets about as long as diameter of socket; antenna long and slender, about as long as fore wing, with 20 flagellomeres elongate, which gradually slightly shortening towards apex of antenna; all flagellomeres elongate, basal flagellomere 3.6–4.0 × as long as wide and about 3/4 of the length of scape; scape with internal surface convex, outer side concave.

Mesosoma polished except for pronotum with short striae postero-ventrally; sometimes with vague, coriaceous microsculpture dorsally on propodeum; mesoscutum without distinct notauli; in profile, scutellum very high, metapleuron moderately convex; propodeum with posterior transverse carina complete, strong, raised as distinct projections at level of lateral longitudinal carinae; median longitudinal carinae complete, lateral longitudinal carinae present as a short stubs not reaching spiracles, spiracles small.

Legs broad; coxae and femora polished, femora with inconspicuous alutaceous-coriaceous sculpture, tibiae and tarsi coriaceous-granulate; hind coxa 1.1 × as long as first tergite, hind femur 3.1 × as long as high, hind tibia 3.5 × as long as apically wide; tibiae with spine-like setae.

Wings not particularly narrow; fore wing with areolet open, nervulus oblique, interstitial; vein Rs somewhat upcurved; hind wing with nervellus intercepted at lower third.

First tergite elongate, 1.3 × as long as apically wide; coriaceous, with complete median longitudinal carinae, with transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite as long as apically wide; coriaceous, with longitudinal striae and median longitudinal carinae in proximal 2/3, with transverse impressions originating at about middle of tergite, sloping posteriorly, meeting centrally; basal thyridia wide and very narrow, contrastingly coloured, second thryridia oval, contrastingly coloured. Remainder of metasoma impunctate, without thyridia. Ovipositor nearly straight, with dorsal notch; ovipositor sheath pointed, with sparse, long, curved, backwards-directed setae.

Body setose except eyes, pronotum, mesopleuron and metapleuron, setae scattered on metasoma and posterior coxae.

Dark to blackish brown except narrow inner orbits from antennal sockets to ocelli light yellow, mouthparts, malar space, sternites and fore and mid coxae, trochanters, trochantelli creamy; clypeus, face, lower frons, propleuron, pronotum ventrally and in dorso-posteriorly, antenna ventrally, fore and mid legs largely yellow; hind legs largely brown except apex of coxa, femur and tibia basally, trochanter, trochantellus and tarsus yellow; apical margin of first and second tergites and third tergite basally light brown.

Male. Unknown.

Biology. Hosts unknown.

Distribution. Mexico (Tamaulipas, Veracruz).

Etymology. Named after the highly prominent in profile scutellum.

Comments. Compared with the other species that have a complete posterior transverse carina and open areolet, scutellum is very steeply convex and subocular sulcus nearly straight, unlike in O. brevicornis , O. latus , O. luteoclypeus , O. maculae and O. rufipleuris ; hind legs mostly fuscous, unlike in O. coronadoae , O. similis and O. varicolor ; temples short and basal flagellomere long (about 4.0 × as long as wide), unlike in O. lopezi .
