Description. Female. Fore wing length 3.0– 3.6 mm.

Face medially 1.0 × wider than high; face protuberant, matt, finely and densely horizontally strigose-pustulate; eyes with inconspicuous scarce setae, dorsal ridge of face inbetween antennal sockets without a median prominence, inner orbits slightly divergent ventrally; face profile nearly straight, edge of clypeus rounded, antennal sockets on a moderately high shelf (Hw/Fp = 4.4–4.6); subocular sulcus sharp, bent towards occiput in lower part; maxillary palp reaching fore coxa. In dorsal view, head posteriorly moderately concave, temple 0.3 of eye width, posterior ocelli distant from eye by 1.0 × ocellar diameter, anterior ocellus separated from eye by 2.0 × ocellar diameter, ocellarocular grooves present. Minimum distance between antennal sockets about 0.4 × diameter of socket; antenna thick, curled, with 24–27 (n=5) similar-sized transverse-quadrate flagellomeres which not gradually shortening towards apex; basal flagellomere 1.1 × as long as wide and about 1/3 of the length of scape; scape nearly parallel-sided.

Mesosoma smooth and polished except pronotum with short striations centrally and postero-ventrally, impuncate, some microsculpture on mesoscutum and propodeum; mesoscutum with shallow notauli anteriorly; in profile, scutellum not particularly high, metapleuron slightly convex; propodeum with posterior transverse carina clearly present between pleural carinae, median longitudinal carinae complete, somewhat converging posteriorly, lateral longitudinal carinae reduced anteriorly, spiracles small.

Legs all slightly flattened, broad; coxae polished, femora, tibiae and tarsi coriaceous-granulate; hind coxa 1.1 × as long as first tergite, hind femur 2.9–3.0 × as long as high, hind tibia 3.6–3.7 × as long as apically wide; tibiae with scattered, spine-like setae.

Wings not particularly narrow; fore wing with areolet closed, slightly longer than high; areolet comparatively small, radius (Rs+2r) meeting stigma at basal 0.4, vein Rs straight, second recurrent vein (2m-cu) meeting areolet at apical 0.7, nervulus oblique, postfurcal; hind wing with nervellus not intercepted.

First tergite elongate, 1.3 × as long as apically wide; strigose-coriaceous, with two sometimes indistinct median longitudinal carinae, with transverse impressions originating at about middle of tergite, sloping posteriorly, not meeting centrally. Second tergite 0.8–0.9 × as long as apically wide; coriaceous strigose, posterior margin polished, with transverse impressions originating at about middle of tergite, not meeting centrally; basal thyridia of second tergite oval/elongate, contrastingly coloured, second thyridia round, same colour as surrounding cuticle. Third tergite coriaceous with narrow basal thyridia, polished apically. Remaining tergites smooth, polished. Ovipositor straight, thin, without dorsal notch; ovipositor sheath pointed, with sparse setae longer than sheath width and backwards pointing.

Body largely setose except eyes, pronotum, mesopleuron and metapleuron; setae scattered on propodeum, basal tergites, and posterior sides of coxae.

Dark brown except face, clypeus, malar space, propleuron, pronotum ventrally and dorso-posteriorly, fore and mid legs except coxae and trochanters, hind trochanter, trochantellus and coxa in apical third, yellow dull orange; inner orbits with yellow marks not reaching level of anterior ocellus; antenna ventrally, mesosternum, hind coxa basally, hind femur dorso-apically, hind tibia except for light basal band and tarsus, basal thyridia and apical margin of second tergite and metasoma from third tergite dark brown; mouthparts, tegula, fore and mid coxa, trochanter and trochantellus and sternites yellowish-creamy.

Male. Unknown.

Biology. Hosts unknown.

Distribution. Mexico (Nayarit, Oaxaca, Tamaulipas).

Etymology. Named after the fuscous hind legs.

Comments. Compared with the other species that have antennal sockets on a high protruding shelf, thick, curled antennae, whole body not laterally flattened, eyes setose, and areolet closed, the eyes setosity is not as dense as in O. hispidus . Similar to O. dorsofuscus but differs in wider face, weakly sculptured first and second tergites and entirely fuscous mesosoma. From O. zaldivari differs in narrower areolet, orange face and yellow frontal orbits (fuscous in O. zaldivari ). Similar to Palaearctic O. fulvipes Gravenhorst but differs in lacking occipital carina, and longitudinal sculpture of basal tergites is not so rough.
