Material examined. Holotype ♀: México, Tamaulipas, Tula , Ejido Acahuales B. Quercus, 1400 m, MT, 13– 26.VIII.2016, leg. E. Ruíz Cancino & J.M. Coronado ( UAT).

Description. Female. Fore wing length 2.7 mm.

Face medially 1.1 × wider than high; face fairly sparsely punctate, shining, eyes glabrous, dorsal ridge of face inbetween antennal sockets without a median prominence; face profile slightly rounded, edge of clypeus slightly impressed, margin straight; antennal sockets not on a high shelf (Hw/Fp = 5.8); subocular sulcus distinct, almost straight; maxillary palp reaching to about epicnemial carina. In dorsal view, head posteriorly moderately concave, temples distinct, about 0.25 × eye width, posterior ocelli distant from eye by 1.0 × ocellar diameter, anterior ocellus separated from eye by c. 2.0 × ocellar diameter, ocellar-ocular grooves faintly present. Minimum distance between antennal sockets about half diameter of socket; antenna slender, with 26 flagellomeres which gradually slightly shortening towards apex of antenna; basal flagellomere as long as wide and about 1/3 as scape; scape nearly parallel-sided.

Mesosoma smooth, polished; mesoscutum with short notauli anteriorly, propodeum with some microsculpture; in profile, scutellum not particularly high, metapleuron slightly convex; propodeum with posterior transverse carina present between lateral longitudinal carinae, median longitudinal carinae complete; lateral longitudinal carinae present posterior to spiracles, spiracles small.

Legs moderately stout, hind leg massive; coxae and femora polished, tibiae and tarsi coriaceous-granulate; hind coxa about 1.0 × as long as first tergite, hind femur 2.9 × as long as maximum depth, hind tibia 4.3 × as long as apical width; tibiae with scattered spine-like setae.

Wings not particularly narrow; fore wing without areolet, vein 2 rs-m very short, about 1/3 of distance to the second recurrent vein (2m-cu); vein Rs straight; nervulus slightly postfurcal; nervellus in hind wing intercepted at the middle.

First tergite somewhat elongate and slightly apically widening, 1.6 × as long as apically wide; finely rugose, without distinct median longitudinal carinae, with weak transverse impressions originating at about apical third of tergite, sloping posteriorly, not meeting centrally. Second tergite 1.3 × as long as apically wide; with anterolateral diagonal impressions connected with rounded posterior transverse groove, forming a somewhat uplifted longitudianally striated median area; apical part of tergite posterior to transverse groove polished. Third tergite coriaceous basally, smooth apically, basal thyridia large, narrow, oval/rectangular, contrastingly coloured. Remainder of metasoima smooth and polished. Ovipositor straight, as long as apical depth of metasoma, thin, ovipositor sheath bluntly pointed, with rather long, backwards-directed curved setae.

Body largely setose except eyes, pronotum, mesopleuron, metapleuron, scattered on propodeum and posterior sides of coxae and femora.

Dark brown, except face, clypeus, malar space, antenna ventrally, propleuron, pronotum ventrally and in dorso-posterior corner, fore and mid legs except coxae and trochanters, hind trochanter and trochantellus, basal thyridia dull yellow to light brown; hind legs mostly brown; mouthparts, tegula, fore and mid coxa, trochanter and trochantellus and sternites yellowish creamy.

Male. Unknown.

Biology. Hosts unknown.

Distribution. Mexico (Tamaulipas).

Etymology. Named after the type locality, state Tamaulipas ( Mexico).

Comments. Compared with the other species that have a completely papillate face, antennal sockets on a distinct but low shelf, glabrous eyes and areolet open, frontal orbits fuscous, unlike in O. oaxacae ; head and mesoscutum finely punctate, nervellus intercepted at the middle, frontal orbits without yellow spots, ovipositor as long as apical depth of metasoma, unlike in O. mexicanus . Similar to O. winnertzii but differs in a comparatively long ovipositor, fuscous hind coxa and slenderer hind femur.
