Etymology. The specific name is an adjective derived from the Latin feminine noun penna, “broom” or “feather,” referring to the broom-like arrangement of bristles on the inferior appendages of the male genitalia.
Diagnosis. The species is similar to L. horridum Schmid 1959 described from northern Yunnan, China, but differs by having male segment X without a dorsal process and with two ventral processes, without prongs, curved dorsad. The parameres are asymmetrical and criss-crossed apically. The scapes and maxillary palpi are of slightly different form. In the forewings, the central part is covered by a fold, being an expansion from the anal groove that extends above the media and reaches the discoidal cell.
Description. Length of each forewing 10 mm (♂) or 11 mm (♀). Head with vertex concave, grey-brown; setal warts with long bristles and short androconial hairs; frons depressed, yellow-brown. Scapes long ( Fig. 5D View FIGURES 5, 6 ), each having two long, basodorsal processes, separated by round notch, apex claviform, bearing two lateral brushes of long, brown hairs; flagellomeres yellow, with darker articulations. Maxillary palpi closely appressed to broad cavity of frons; labial palpi long, slender, yellow-brown. Thorax dark brown dorsally, legs yellow-brown. Male forewings brown, each with short costal fold at base and large overlapping fold originating from anal groove, covering media, and reaching discoidal cell anteriorly ( Fig. 5E View FIGURES 5, 6 ); female forewings brown, each with bundle of erect hairs on middle of Cu 2 and at arculus.

Male genitalia ( Figs 5A–5C View FIGURES 5, 6 ). Dorsomesal process of segment IX absent, lateral processes long, apically rounded, sinuous in dorsal view, diverging apically; ventral processes acute. Inferior appendages each with first article long, slender, bearing elongate, subapical brush of hairs on ventral side, basodorsal process slender; second article slightly split at apex. Phallic apparatus with aedeagus strongly recurved near base, parameres asymmetrical, apical portions criss-crossed and curved in different directions.
