Shiny black; posterior margin of pronotum finely edged with orange-brown. Scutellum touched with two lateral spots and one apical spot, yellow. Forewings black with orange-brown spots.
Male genitalia. Pygofer with rounded caudal margin. Subgenital plate obtusely produced laterally near base, caudal angle rounded, with short hair-like setae. Style with body almost of equal width, preapical lobe well developed, apical apophysis short, thumb-like. Connective with arms shorter than stem. Aedeagus short, stout, dorsal apodeme short and bilobed, preatrium not developed, shaft cylindrical, curved caudo-dorsally with dorsal keel ( Fig. 152 View FIGURES 148–156 shown by arrow), gonopore apical on ventral surface, large.
Length. Male 3.8–4.0mm.
Type material examined. Holotype ♂, INDIA: Tamil Nadu: Nilgiri Hills , 15.viii.2000, Prathapan, K.D ( UASB) . Paratype ♂, INDIA: Nilgiri Hills, T.V. Campbell ( BMNH) .
Etymology. The species name alludes to the similarity of the new species to P. attenuata .
Remarks. Both P. neoattenuata and P. attenuata resemble each other in coloration and structure of the male genitalia. However, they differ in the detail of the aedeagal shaft, i.e., in P.neoattenuata it is more slender without subapical lateral flanges except in the type on one side there is a transverse line as figured. As both species occur in Tamil Nadu, Nilgiri Hills some females listed under P. attenuata could belong to this species.
