Body length 1.8–2.2 mm. General color brown to dark brown, moderately pollinose. Head: Gena and lower frons reddish yellow; face and antenna brown. Scape with a long and a short golden bristle, otherwise all head bristles black. Interfrontal bristles in 2 pairs. Two pairs of very small setulae between interfrontal and orbital strips above ptilinal suture. Two orbital bristles, anterior orbital bristle ca. 3/5 as long as posterior; no orbital setula present between orbital bristles. Postocellar bristles minute or absent. Eye height ca. 2.1–2.3 times genal height. Aristal hairs over 2 times as long as basal width of arista. Palpus thickened, maximum palpal width ca. 0.3X length of palpus; preapical palpal bristles slightly longer than maximum palpal width.
Thorax: Dorsocentral bristles in 2 postsutural pairs, anterior postsutural dorsocentral bristles similar in length to middle prescutellar acrostichal bristles. Acrostichal setulae in 6–8 rows between anterior dorsocentral bristles. Posterodorsal katepisternal bristle ca. 2/3 as long as distance between bristle base and wing base. Anterodorsal katepisternal bristle small. Halter knob dark brown to black, stem yellow. Wing clear. Basal quarter of second costal sector distinctly dark. First costal sector similar in thickness to second costal sector in anterior view; length ratio of second to third costal sector ca. 0.49–0.51; costa and R 4+5 ending together before wing apex. Distal half of R 2+3 gradually curved forward. Discal cell without appendices. Tarsi and fore tibiae yellow. Mid tibia with a single posterodorsal proximal bristle, a very small anterodorsal bristle at middle, and an anterodorsal, dorsal and posterodorsal distally; dorsal bristle small. Mid femur with two anterior preapical bristles and a small posterodorsal apical bristle. Mid tibia of male also with an apicoventral bristle and a row of short, stout ventral bristles on distal 2/3. Mid femur of male with a regular row of 5–6 postventral bristles on basal half.
Male abdomen: Short and broad. All abdominal tergites uniformly dark and similar in length. Dorsomedial length of epandrium ca. 0.3X length of sternite 8. Sternites 1–4 short, sternite 5 nearly 3 times as long as sternite 4; sternite 3 with a dense row of long, depressed bristles. Surstylus and cercus characteristic in shape, unusually elongate ( Fig. 33 View FIGURES 33–37 ). Distiphallus with a pair of dorsal, whiplike, nodular sclerites. Ejaculatory apodeme very small, 0.2X length of aedeagal apodeme.
Female: Unknown.
Holotype (♂, DEBU): COSTA RICA: Alajuela. Volcán Tenorio, N slope near Bijagua Biol. Stn., 700m, RET over Atta mound, 16–20.vi.2000, S. A. Marshall.
Paratype: PANAMA: Canal Zone. Barro Colorado Isl. , 24.vii.1963, D. G. Cavagnaro and M. E. Irwin (1 ♂, CASC) .
Etymology: This specific epithet, setilamella , refers to the distinctive sternite 3 of the male.
