As described for Robstagramma flavistylum except as follows.
Body length 2.2 mm. Face, gena and antenna reddish brown; lower frons reddish yellow. Interfrontal bristles in three or four pairs. Postvertical bristle slightly convergent. Eye height ca. 2.2 times genal height. Aristal hairs ca. 3 times as long as basal width of arista. Palpus thin, maximum palpal width ca. 1/6 of length of palpus. Preapical palpal bristles ca. 2.5 times as long as maximum width of palpus.
Dorsocentral bristles in 2 postsutural pairs, anterior pair similar in length to middle prescutellar acrostichal bristle. One or 2 pairs of presutural dorsocentral setulae, slightly longer than acrostichal setulae. Acrostichal setulae in 6 irregular rows between anterior dorsocentral bristles. Posterodorsal katepisternal bristle two thirds as long as distance between bristle base and wing base. An additional small setula (at least one side) in front of anterodorsal katepisternal bristle. Length of second costal sector ca. 0.45X length of third. R 4+5 and costa ending together before wing apex. Discal cell with a stump vein CuA 1, ca. 3 vein widths. Mid tibia with a strong posterodorsal proximal bristle, an anterodorsal bristle at basal third, and 2 anterodorsal, a dorsal and a posterodorsal distally; dorsal bristle and the anterodorsal bristle before dorsal bristle very small. Mid femur with 3 anterior subapical bristles, a small posterodorsal apical, 2 rows of 12 ventral bristles, and several small anterovenrtal bristles on basal half.
Terminalia: Sternite 5 nearly twice as long as sternite 4, with a transverse patch of scales on posteromadial margin. Dorsomedial length of epandrium ca. 0.3X length of sternite 8. Surstylus mainly setose, swollen in posterior view. Cercus slightly shorter than surstylus, distal half narrow in posteroventral view but broad in lateral view. Dorsal whiplike sclerites of distiphallus with very small nodes.
Holotype (♂, DEBU): BRAZIL: Paraná. Curitiba , 30 km SE BR277, dung trap, 6– 9.ii.1990, S.A. Marshall.
Etymology: The specific epithet refers to the setose and swollen surstylus of this species.
