Diagnosis. Wing with a very large brown subapical spot reaching posterior margin; M 1+2 nearly 1/3 as long as M 2; abdominal sternites brownish yellow; cercus nearly 1/3 as long as epandrium; pregonite widely concave at posterior margin, narrow apically; postgonite narrow.

Description. Male (n = 1): Body length 2.3 mm, wing length 2.8 mm.

Head ( Figs 9, 10 View FIGURES 9–14 ). Generally dull black. Hairs and bristles dark brown except those on lower occiput and oral margin dark brownish yellow.Antenna brownish yellow, arista dark brown. Proboscis and palpus brown with brown hairs.

Thorax ( Figs 9, 10 View FIGURES 9–14 ) Generally dull black. Hairs and bristles dark brown. Pronotum and scutum dull black, scutellum and postnotum dark brown. Thoracic pleuron mostly brown to dark brown. Legs mostly dark yellow except fore femur with dark brown dorsal spot at tip, fore tibia and tarsus dark brown, hind femur dark brown at extreme tip, mid and hind tarsomere 5 brown. Hairs and bristles on legs blackish. Fore femur with 1-2 short d, 1 short p, 1 long av and 1 long pv apically. Fore tibia with 1 ad at basal 2/5; apically with 1 short ad, 1 short pd and 1 long pv. Fore tarsomere 1 with 1 short a v apically. Mid femur with 1 long d, 1 long av and 1 long pv apically. Mid tibia with 2 long ad and 1 slightly short pd; apically with 1 short ad, 1 short av and 1 long pv. Hind femur with 3 long d, 1 long a, 1 long av and 1 long pv apically. Hind tibia with 2 long ad and 2 short av, apically with 1 pd. Hind tarsomere 1 with 1 slightly long av and 2 pv (1 pv very short, 1 pv rather long) at base, apically with 1 short av and 1 short pv. Wing ( Figs 9, 10 View FIGURES 9–14 ). Generally pale yellow hyaline, more yellow at base, a rather large brown spot reaching posterior margin, but not reaching C; veins brown, more yellowed in brightened areas. Relative lengths of M 1+2: M 2 = 32: 68. Halter length approximately 0.4 mm, pale yellow.

Abdomen ( Fig. 9 View FIGURES 9–14 ). Tergites shining black with short black hairs; sternites brownish yellow with short brown hairs. Male genitalia ( Figs 12–14 View FIGURES 9–14 ). Generally brown to dark brown. Epandrium distinctly elongated, 2.0 times longer than wide; cercus blunt at base, widely at middle, blunt distally with setulae, nearly 1/3 as long as epandrium, bare at middle line, wider basally, sharp at tip; pregonite 3.0 times longer than wide, widely concave at posterior margin; postgonite long slender, without lateral process.

Female unknown.

Type material. Holotype: male ( CAU), China: Zhejiang, Qingyuan, Baishanzu , 1590m, 2017.V.21, Qingxia Zhou.

Distribution. China (Zhejiang).

Etymology. The species is named after type locality Zhejiang province.

Remarks. This new species is similar to S. brevicaudata Dong &Yang from Yunnan, but can be separated from the latter by the wing spot not reaching C and sternites brownish yellow ( Figs 9, 11 View FIGURES 9–14 ). In S. brevicaudata , the wing spot reaches C, and the abdomen is dark brown ( Dong &Yang 2013: p. 69–70, fig. 9).
