Diagnosis. This species differs from the other species of the ornatipes species group in having the large and black palpus ( Fig. 5D View FIGURE 5 ); the first flagellomere entirely black.
Description. Female: Frons entirely black. Face black, with 1 yellow band medially; facial carina absent. Clypeus black. Mesonotum and scutellum dark brown ( Fig. 5C, D View FIGURE 5 ). Katepisternum dark brown above, yellowish to yellow below ( Fig. 5D View FIGURE 5 ). Halter mostly black. Fore femur with 3 long setae on distal half of posteroventral surface. All abdominal tergites black medially, dark brown laterally ( Fig. 5C, D View FIGURE 5 ); sternites brown, about 3 times as wide as long. Female terminalia ( Fig. 20G–I View FIGURE 20 ): Epiproct and cercus lacking pubescence ( Fig. 20G View FIGURE 20 ). Eighth sternite about 2 times as wide as long, glabrous on basal 2/3 portion, with numerous prensisetae near posterior margin ( Fig. 20H View FIGURE 20 ). Hypoproct with numerous setae and much pubescence ( Fig. 20I View FIGURE 20 ).

Distribution. China (Yunnan).
Etymology. A combination of the Latin words " niger " (= black) and " palpulus '' (= palpus), referring to the black palpus.
