Total length 2.6–2.8 mm. General color beige, eyes brown. Crown with anterior margin slightly projected medially; ocelli pale-yellow; pronotum approximately 2.5 times longer than crown, margin of laterobasal angles exceeding width of head.
Forewing ( Figs 1 View FIGURES 1 – 6 , 7 View FIGURES 7 – 15 ) pale-yellow to white-milky; apical region of cell cup with light-brown spot; apical region of cells c, r, m, cua, and central region of apical cells irregularly yellowish-brown. Hind wing ( Fig. 8 View FIGURES 7 – 15 ) with veins AA and AP1 not fused in apical half; vein CuA2 free from point basad of vein MP2; vein CuP confluent with submarginal vein, basad of vein MP2, approximately on wing midlength.
Abdominal apodeme ( Fig. 9 View FIGURES 7 – 15 ) long, reaching sixth segment; apex truncated, slightly concave with lateral external projection.
Subgenital plate ( Fig. 11 View FIGURES 7 – 15 ) long and gradually tapering to apex; apical small hook curved dorsad. Setae: basal half with a longitudinal series of four macrosetae and three adjacent setae of different sizes; outer margin with row of eight setae with sizes decreasing from base, alternating with long filiform setae; apical half with small setae forming two rows irregularly arranged, near outer margin. Pygofer ( Fig. 10 View FIGURES 7 – 15 ) with posterodorsal angle long and gradually narrowed, forming an apical finger-like projection curved dorsad. Setae: a row of setae (one filiform, four robust, another filiform) near dorsal margin; filiform setae also in central area of apical half and in ventral margin of basal half. Stylus ( Figs 12, 13 View FIGURES 7 – 15 ) sinuous in ventral view, preapical region hook-like with five uniseriate setae throughout its internal bending. Connective ( Fig. 14 View FIGURES 7 – 15 ) robust, V-shaped with long lateral arms. Aedeagus ( Figs 14, 15 View FIGURES 7 – 15 ) long with apex exceeding the apex of pygofer, with three pairs of apical process. Two pairs of long laterodorsal processes with apex narrow, turned anterad, and pair of short ventroapical processes with divergent apices; stem robust, sinuate in lateral view, with long preatrium; gonopore dorsoapical.
Type material. Male holotype (DZRJ): Mata do Paraíso, Viçosa, Minas Gerais, Brasil, 29/xi/1987, P.S.F.Ferreira leg. Paratypes (males): same locality and collector, 5 specimens (13/i/1987) (MEUV); 2 specimens (13/i/1987) (DZRJ); 8 specimens (29/xi/1987) (DZRJ).
Comments. Balera fiuzai sp. nov. has the pygofer, style and aedeagus, the last very superficially, similar to those of B. myersi Freytag , but can be distinguished from that species by the larger size of the posterodorsal projection of the pygofer, the narrower aedeagal atrial region and sinuate stem (in lateral view), and the number and position of aedeagal apical processes (Freytag 1992).
Etymology. The species is named in honor of Prof. Paulo Sérgio Fiuza Ferreira, PhD. (Departamento de Biologia Animal da Universidade Federal de Viçosa), in recognition of his contributions to entomology.
