Hemipepsis kiogae Wahis, 2000 View in CoL
Distribution in the Arabian Peninsula: Yemen ( Wahis 2000a).
Extralimital distribution: Uganda ( Arnold 1932 as Hemipepsis glabrata race spectrum var. kiogae ).
Remarks: According to Article 45.5 of the Code (ICZN 1999), “A name expressly proposed to denote an infrasubspecific entity … is not an available name …”. Arnold (1932) proposed kiogae as a variety of a “race” (=subspecies) of Hemipepsis glabrata (Klug, 1834) . It is thus clear that kiogae is not available from Arnold’s paper. Wahis (2000a) proposed a new status (“stat. n.”) for kiogae , as a valid species of Hemipepsis , although attributing the name to Arnold (1932). Article 45.5.1 of the Code deals directly with situations such as this, specifying that such a name is thereby established as new with its own authorship and date (Wahis, 2000 in this case). Effectively, Wahis (2000a) proposed a new name for an entity which had previously been described from two female specimens collected in Uganda (the “ type ” deposited in the Natural History Museum, London) but for which there was no valid name. Even though Wahis did not specify that the name was new, Article 16.1 (which requires such a designation for names proposed after 1999) is actually fulfilled by conforming with the recommended treatment of former names of infrasubspecific entities which are indicated as “stat. nov.” in Recommendation 16A. Furthermore, since this is effectively a new replacement name, the requirements of Article 16.4 are met, the type material being that specified by Arnold (1932).
