Description. Female. Length, mesosoma + metasoma, 0.37 mm. Body brown; eye dark. Antenna with scape and pedicel pale yellow; funicle pale brown; clava brown. Tip of mandible golden yellow. Mesosoma with pronotum brown; mesoscutum and scutellum pale brown; metanotum and median triangular area of propodeum pale brown, sides of propodeum brown. Fore wing hyaline with infuscation beneath stigmal vein; hind wing hyaline. Legs pale yellow except hind femur brown. Gaster with TV–TVII brown.

Head. Eye height 3× as long as malar space. Mandible tridentate ( Fig. 5 View FIGURES 3 – 10 ). Antenna (Figs 3,4) with scape 2.71× as long as broad; pedicel 1.6× as long as broad; funicle segment longer than broad; clava 3.6× as long as broad; lengths of C1, C2 and C3; 8:10:18; C3 longest and C1 smallest; apical segment of clava with a hook-like bristle ( Fig. 3 View FIGURES 3 – 10 ).

Mesosoma. Pronotum, visible part, 12.3× as broad as long; mid lobe of mesoscutum 1.4× as broad as long; scutellum 1.85× as broad as long; mid lobe of mesoscutum without setae; scutellum with 1+1 setae; propodeum longer than metanotum; mesophragma extending up to middle of gaster. Fore wing ( Fig. 6 View FIGURES 3 – 10 ) narrow, incised at apex of retinaculum, 4.4× as long as broad; marginal fringe 1.74× as long as wing width. Hind wing ( Fig. 7 View FIGURES 3 – 10 ) 30.5× as long as broad; marginal fringe 10.75× as long as wing width.

Metasoma. Gaster 1.6× as long as mesosoma; ovipositor ( Fig. 9 View FIGURES 3 – 10 ) 1.1× as long as hind tibia and 1.3× as long as mid tibia, extending from base of TIV, and slighty exserted.

Male. Length, mesosoma + metasoma, 0.41 mm. Body dark brown. Similar to female except for normal sexually dimorphic characters such as antenna and genitalia. Antenna ( Fig. 10 View FIGURES 3 – 10 ) with scape 3× as long as broad; pedicel 1.87× as long as broad; funicle 1.42× as long as broad; clava 3-segmented, 4× as long as broad.

Host. Unknown.

Distribution. India: Kerala.

Comments. This new species appears similar to O. introflexa Lin (1994) by having the fore wing incised at the apex of the retinaculum, but differs from the latter in having the fore wing about 4.4× as long as broad, and slightly different setation ( Fig. 6 View FIGURES 3 – 10 ), antennal scape about 2.7× as long as broad, clava 3.6× as long as broad, mid lobe of the mesoscutum without setae, and ovipositor about 1.1× as long as hind tibia. In O. introflexa the fore wing is 3.3× as long as broad, antennal scape 3.25× as long as broad, clava 4× as long as broad, mesoscutum with two setae, and ovipositor equal in length to hind tibia.

Etymology. The species name is based on the absence of setae on the mid lobe of the mesoscutum.
