Description: ♀: Body length 18 mm. Flagellum strongly lanceolate, with 41 flagellomeres; 1 st flagellomere (without anellus) 1.9× longer than wide, 2 nd flagellomere 2.0× longer than wide, combined length c.0.51× eye length; flagellomeres beyond middle slightly attenuated and widened, widest flagellomeres c.2.0× wider than long. Temple slightly and roundly narrowed behind eye. Distance of lateral ocellus from eye c.1.3× its diameter. Face and frons punctate and finely granulate; clypeus punctate and shining. Malar space 0.4× as long as width of mandibular base. Gena 1.1× as wide as compound eye in lateral view, with very scattered punctures ventrally. Genal carina reaching the hypostomal carina close to mandibular base.

Mesosoma covered with pale brownish hairs. Pronotum with superficial punctures dorsally and partly striate ventrally, partly smoothened. Notaulus impressed at frontal 1/5 of mesoscutum. Mesoscutum densely punctate, finely granulate, but shining. Mesopleuron and metapleuron punctate; juxtacoxal carina strong. Scutellum slightly convex, as long as wide, punctate, without lateral carinae. Propodeum rounded. Area superomedia sickle-shaped and slightly elevated, with smooth surface. Area externa smooth, with some scattered punctures. Hind coxa densely punctate, with small but strong scopa (1/4 of coxal length). Hind femur with scattered punctures in ventral 1/3, 3.2× longer than wide. Fore and mid tarsomeres moderately enlarged; 3 rd mid tarsomere 1.5× longer than wide. Areolet pentagonal, frontal distance between veins 2rs-m and 3rs-m 3× their width; vein 2m-cu in its middle. Vein 1cu-a postfurcal by 2× its width.

Lateral field of postpetiolus punctate, 0.7‒0.8 as wide as median field, the latter with strong aciculation and some apical punctures. Thyridium strongly impressed, transverse, as wide as the interval. 2 nd tergite as long as wide; 2 nd to 4 th tergites punctate, 2 nd tergite centrally striate, 3 rd tergit finely aciculate basally; 4 th tergites with some median longitudinal rugae. 7 th tergite c.1.5× wider than long. Seen from dorsal, ovipositor sheath c.0.3× as long as 7 th tergite.

Color: Black with extensive yellow markings. Stripes on flagellomeres 7‒12, palps, facial and frontal orbits, large triangular vertical spot, small spot on gena, collare and upper margin of pronotum, subtegular ridge, apical half of scutellum, postscutellum, upper division of metapleuron, spots on 2 nd lateral area of propodeum, dorsolateral spots on 1 st to 4 th tergites, spots on all coxae, apical margins of all trochanters, fore and mid femora apically, fore and mid tibiae frontally, subbasal rings of all tibiae and external spots on 2 nd to 4 th hind tarsomeres yellow. Wings slightly infuscate, pterostigma dark brown.

♂: Body length 17‒20 mm. Flagellum with 39‒44 flagellomeres, 1 st flagellomere 1.9‒2.0× longer than wide. Tyloids on flagellomeres 7/8‒18/21, long-oval to linear, centrally deposited, 0.7‒0.9× as long as the flagellomeres. Temple strongly and roundly narrowed behind eye. OED 1.0‒1.1× and OOD 1.1× ocellar diameter. Frons coarsely rugose-punctate. Face and clypeus densely punctate, clypeus with some ± distinct longitudinal rugae. Gena with rather dense punctures, c.0.8× as wide as eye. MI 0.2‒0.4.

Notaulus distinctly impressed in frontal 1/4 of mesoscutum. Mesoscutum densely punctate and granulate, but shining. Mesopleuron and metapleuron with dense punctures, juxtacoxal carina present. Scutellum moderately elevated, slightly longer than wide, without or with lateral carina in basal 1/3, with dense punctures. Propodeum rounded. Area superomedia slightly elevated, heart- or sickle-shaped, 1.5‒2.0× wider than long, sometimes conflu- ent with area basalis; anterior transversal carina in caudal third. Area externa punctate and granulate. Fore metatarsus with strong apical tooth. Hind femur 4.0× longer than wide. Areolet pentagonal, frontal distance between veins 2rs-m and 3rs-m 2‒3× their width; vein 2m-cu in its middle. Vein 1cu-a postfurcal by 1‒3× its width.

Lateral field of postpetiolus 0.6‒0.7× as wide as median field, punctate, median field aciculate. Gastrocoelus strongly impressed. Thyridium transverse, 1.0‒1.25× as wide as the interval, the interval narrower than the median field of postpetiolus. 2 nd tergite 1.05‒1.1× longer than wide. 2 nd to 4 th tergites densely punctate, aciculate medially; 5 th tergite with superficial punctures.

Color: Black. Metasoma black or with slight bluish tint. Palps, mandible except teeth, clypeus and face, frontal orbit, triangular spot on vertex, gena, lower outer orbit, ventral stripes on scape and pedicel, collare, fronto-lateral spot and upper margin of pronotum, sometimes two paramedian spots on mesoscutum, tegula ±, subtegular ridge, small frontal spot on mesopleuron, apical 2/3 or entire scutellum, postscutellum, sometimes upper division of metapleuron and frontal spot on area spiraculifera, apical half of area dentipara, posterolateral spots on 1 st to 5 th tergites, spots on fore and mid coxae, apico-ventral spot and sometimes dorsal spot on hind coxa, hidn trochanter ±, fore and mid femora and tibiae frontally, fore and mid tarsomeres except brownish tips, subbasal rings of all tibiae and spots on 1 st to 4 th or 3 rd to 4 th hind tarsomeres yellow. Hind femur mainly reddish or yellow, black in apical 0.2‒0.4. Wings hyaline; pterostigma reddish-brown to black.

Remarks: This is the first record of this species from Russia.

Distribution: Japan (Hokkaido and Honshu) and Far East Russia (Maritime Prov.) ( Uchida 1927; present study).
