Description: ♀: Body length 10‒12.5 mm. Flagellum with 31‒34 flagellomeres, 1 st flagellomere 1.3‒2.5× longer than wide, 2 nd flagellomere 2.0‒2.3× longer than wide, combined length 0.50‒0.53× eye length; c.9 th flagellomere square, widest flagellomeres 1.8‒2.0× wider than long. Temple moderately and roundly narrowed behind eye. OED 1.0‒1.2× and OOD 1.1× ocellar diameter. Frons with scattered or rather dense punctures, with fine granu- lation, almost smooth. Face with scattered punctures, with granulation; clypeus with scattered punctures, smooth. Gena with very scattered punctures ventrally, laterally 0.85‒1.0× as wide as eye. MI 0.3‒0.5.

Mesosoma with grey to brownish hairs. Side of pronotum with superficial punctures dorsally and striation ventrally. Notaulus impressed in frontal 1/5 of mesoscutum. Lateral field of mesoscutum and mesopleuron punctate with granulation. Scutellum about as long as wide, with scattered to rather dense punctures, lateral carina in basal 0.3.Area superomedia transverse or heart-shaped, smooth, sometimes open frontally and/or caudally; anterior transversal carina caudal to the middle. Area externa almost smooth or finely aciculate, with scattered punctures, area petiolaris punctate. Mid coxa with superficial scattered punctures; hind coxa densely punctate and granulate, with scopa (1/5 of coxal length). Hind femur with very scattered punctures in ventral 1/3‒1/2, 3.2‒3.5× longer than wide; 3 rd mid tarsomere slender, 1.6‒1.8× longer than wide. Areolet pentagonal, frontal distance between veins 2rs-m and 3rs-m 1‒2× their width; vein 2m-cu slightly distad its middle. Vein 1cu-a postfurcal by 1‒2× its width.

Lateral field of postpetiolus 0.6‒0.8× as wide as median field, median field with c.8 striae, punctate. Thyridium transverse, 0.8‒1.1× as wide as the interval. 2 nd tergite 1.1× wider than long. 2 nd and 3 rd tergites finely rugose-punctate, aciculate medially. 7 th tergite c.2× wider than long. Seen from dorsal, ovipositor sheath 0.6‒0.9× as long as 7 th tergite.

Color: Black, metasoma sometimes with ± bluish shine. Flagellomeres 7‒11/12 and frontal orbit, sometimes also spot on vertex and collare yellowish. Mouth reddish. Legs dark brownish to black; fore femur apically and fore tibia frontally yellowish; base of hind femur narrowly red; hind tibia sometimes with diffuse yellowish-red subbasal spot. Pterostigma brown.

♂: Body length 9.5‒11 mm. Flagellum with 31‒35 flagellomeres, 1 st flagellomere c.1.7× longer than wide. Tyloids on flagellomeres 6/7‒16/18, long-ovla, c.0.5× (in 1 ex. 0.9x) as long as the flagellomeres. Temples moderately and roundly narrowed behind eye. OED 1.1× ocellar diameter. Gena punctate, laterally 0.8‒0.9× as wide as eye. MI 0.25.

Scutellum moderately elevated, slightly wider than long, without or with lateral carina in basal 0.3, with rather dense punctures. Area superomedia hexagonal or heart-shaped, wider than long, punctate; anterior transversal carina caudal to its middle. Fore metatarsus without apical tooth. Hind femur 3.5× longer than wide, with scattered punctures in ventral 1/3.

Lateral field of postpetiolus c.0.8× as wide as median field, the latter aciculate. 2 nd tergite 1.1× wider than long. Thyridium transverse, about as wide as the interval. 2 nd to 4 th tergites coarsely punctate, shining; 2 nd and 3 rd tergites finely aciculate medially.

Color: Black. Flagellum ± reddish ventrally. Palps in part, clypeus and face completely (or with black stripe medially), frontal orbit, spot on vertex, stripe on outer orbit, usually scapus ventrally, collare and hind edge or upper margin of pronotum, sometimes narrow lateral or apical stripes on scutellum, sometimes posterolateral spots on postpetiolus, sometimes frontal spot on fore coxa, subbasal rings or stripes on tibiae, fore femur apically and fore tibia frontally ivory. Wings hyaline, pterostigma blackish.

Remarks: This species differs from C. nipponensis by its smaller size, lower number of flagellomeres and usually black vertex without yellow spot. This is the first record and description of male.

Distribution: Japan (Hokkaido & Honshu) and Far East Russia.
