Description. Holotype. Female. Body length 3.5 mm, fore wing length 4.0 mm.

Head. Transverse in dorsal view, 2.1× as wide as long, as wide as mesoscutum. Vertex between eye and posterior ocellus highly shiny with minute, sparse punctures. Temple slightly shiny with shallow punctures, not constrict- ed. Face nearly 0.8× as high as wide, slightly shiny with dense, strong punctures, inner margin of eyes subparallelsided. Ocelli large, posterior tangent to anterior ocellus touching posterior ocelli, distance between fore and hind ocellus slightly shorter than diameter of hind ocellus, POL:OD:OOL=5.0:3.0:6.0. Antenna as long as body length, thick, weakly closely articulated, penultimate flagellomere 1.6× longer than wide.

Mesosoma. Length:width:height = 63.5:36.0:44.0. Disc of mesonotum long, 0.9× as long as wide, shiny with fine, sparse punctures, interspaces larger than diameter of puncture, no rugosity or longitudinal striations at posterior end of notaulic courses. Scutellar sulcus straight, narrow with carinae inside. Scutellum highly shiny and smooth, except for some discrete punctures laterally, median length indistinctly longer than basal width, flattened and widened posteriorly. Lateral polished field of scutellum reaching over half length of scutellum. Propodeum slightly shiny, with close, strong, coarse punctures on most parts, small, strong punctures anterio-laterally, areola indefinite, with irregular carinae above orifice, costulae indefinite, spiracle enclosed by keel behind, and some long transversal carinae behind spiracle, and with irregular short carinae posterio-laterally. Mesopleuron shiny, anterior most parts densely, distinctly punctate.

Legs. Hind femur 2.9× longer than wide. Hind coxa shiny with small, dense punctures above (basally). Spines on outer side of third tibia acuminated, not dense. Inner spurs of hind tibia fully half length of hind basitarsus, outer spur 1/3. Basitarsus of hind leg as long as tarsomeres 2–4 combined, claws of normal size.

Wings. Pterostigma 3.2× as long as its widest part. Vein 1-R1 nearly 1.5× longer than pterostigma, 5.3× as long as its distance from apex of marginal cell. Vein r arising from apex of pterostigma, nearly perpendicular to the latter, 1.2× longer than width of pterostigma, r 1.6× longer than 2-SR, distinctly angled at junction, 2-M 2/3 as long as 2- SR, as long as 1-SR, 2-SR+M as long as cu-a, and weakly longer than 2-SR. First discal cell of fore wing indistinctly higher than wide. Second submarginal cell of hind wing high, 1.6× higher than wide. Vein cu-a straight. Hind wing broad, length of 1-M distinctly shorter than distance between its distal extremity and apex of vannal lobe, and vannal lobe beyond its widest part concave and hairless.

Metasoma. Weakly longer than mesosoma (including the protruding hypopygium). T1 weakly converged from base towards apex, 2.1× longer than hind width, concave at basal third, turned-over part mostly highly shiny and polished, except for some scattered small punctures, longitudinal trough absent, and apical tubercle shiny and polished. T2 shiny and polished as T1, with extremely shallow punctures laterally, 2.8× wider than long in the middle, straight apically. T3 1.9× longer than T2. Tergites posterior to T2 shiny, smooth and pubescent. Hypopygium broad, and distinctly longer than apex of metasoma. Ovipositor sheath 1.7× longer than length of hind tibia, relatively narrow, ovipositor without apical attenuation, mostly straight, slightly curved at apex.

Colour. Black. Tegula dark brown. Palpi and spurs pale yellowish. Antenna and ovipositor sheath dark brown. Labrum and mandible reddish brown. Legs bright reddish yellow, except most parts of hind tarsus blackish (basal 3/5 of basitarsus yellowish). Wing membrane hyaline, C+SC+R, 1-R1, r, 2-SR and 2-M brown, other alar veins more or less pale, pterostigma brownish with basal and apical pale spots.

Male. Unknown.

Material examined. Holotype: 1♀, Mt. Beishou , Gaoxiong, Taiwan, 2011.V.29, Tang Pu, No. 201104489.

Distribution. China (Taiwan).

Etymology. The specific name “ bialtus ” derives from the Latin prefix “bi-” and abjective “altus”, referring to both first discal cell of fore wing and second submarginal cell of hind wing higher than wide.

Remarks. This species is similar to A. araeceri Wilkinson , but differs in the following: mesoscutum shiny with fine punctures (dull with rather coarse punctures in latter); mesopleurae discretely punctate (anteriorly rugulose in latter); and T1 mostly polished (rugose in apical half in latter).
