Diagnosis. Wing ( Fig. 14) brownish yellow, with two white oval spots on basal and apical sides of crossvein dm-cu. Dorsal half of anepisternum with dense velvety black microtomentum and forming a large round spot, spot occupying almost entire dorsal part of anepisternum. Epandrium in posterior view ( Fig. 5, 15) ovate, dorsal arch moderately narrow, widened on ventral 1/3, wider portion with two moderate setae, ventral apex truncate, with 1 strong seta (broken in Fig. 5, 6); cercus in posterior view ( Fig. 5, 15) semicircular, with oriented point ventrally; aedeagus in lateral view ( Fig. 18) wide basally, curved gradually tapered to pointed apex; phallpodeme in lateral view ( Fig. 18) triangular, extended portion wide, oriented toward hypandrium; gonite in lateral view ( Fig. 18) wide basally, gradually slender and long, apically pointed process; hypandrium in ventral view ( Fig. 8, 17) with truncate anterior margin, extended arms tapered.

Description. Male. Body length 1.50–1.59 mm, wing length 1.86–1.95 mm.

Head shiny black. Frons shiny black, interfrontalia with sparse brownish yellow microtomentum, parafrontalia bare; face and gene black with dense brownish yellow microtomentum; ocellar triangle with dense brownish yellow microtomentum. Fronto-orbital seta absent; 1 strong medial vertical seta, lateral vertical seta absent; 1 pair of strong ocellar setae; face with a row of small setae; gena without conspicuous setae. Antennae mostly black, first flagellomere black dorsally and yellow ventrally, with dense brownish yellow microtomentum; arista short-haired. Palpus black. Gena-to-eye ratio 0.25–0.27.

Thorax shiny black. Mesonotum shiny black, with sparse brownish yellow microtomentum; scutellum concolorous with mesonotum, except for velvety black laterally; pleura shiny black, dosal half of notopleura with sparse brownish yellow microtomentum, lower half of notopleura with dense grayish yellow microtomentum; dosal half of anepisternum with dense velvety black microtomentum and forming a large round spot, spot occupying almost entire dorsal part of anepisternum, anepimeron with dense brownish yellow microtomentum, other parts with sparse grayish yellow microtomentum. Chaetotaxy of mesonotum degenerate, acrostichal and dorsocentral setae small; 1 strong prescutellar seta; anterior notopleural seta absent and posterior notopleural seta strong; postpronotal setae weak; anepisternum with 1 strong seta at posterior margin; katepisternum setae absent; 1 supraalar seta; scutellum with 1 pair of strong apical setae and 1 pair of weak lateral setae. Coxae brownish black at extreme bases, apex of coxae and femora yellow, tibiae and tarsomeres 1–4 brownish yellow, tarsomere 5 brown; legs of normal form, without conspicuous setae. Wing ( Fig. 14) brownish yellow, with two white oval spots on basal and apical sides of crossvein dm-cu; veins dark brown, costa extended to vein M; costal vein ratio 1.05–1.07, M vein ratio 0.41–0.44. Halteres brownish yellow.

Abdomen brownish black, with sparse brownish yellow microtomentum. Male genitalia ( Fig. 7): epandrium in posterior view ( Fig. 5, 15) ovate, dorsal arch moderately narrow, widened on ventral 1/3, wider portion with two moderate setae, ventral apex truncate, with 1 strong seta (broken in Fig. 5, 6); cercus in posterior view ( Fig. 5, 15) semicircular, with oriented point ventrally; aedeagus in lateral view ( Fig. 18) wide basally, curved gradually tapered to pointed apex; phallpodeme in lateral view ( Fig. 18) triangular, extended portion wide, oriented toward hypandrium; gonite in lateral view ( Fig. 18) wide basally, gradually slender and long, apically pointed process; hypandrium in ventral view ( Fig. 8, 17) with truncate anterior margin, extended arms tapered.

Distribution. Palaearctic: China (Hebei, Beijing, Inner Mongolia); Austria, Azores, Belgium, Canary Islands, Czech Republic, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Italy, Netherlands, Poland, Macedonia, Madeira Islands, Morroco, Romania, Russia (European Territory, Far East), Slovakia, Spain, Sweden, Switzerland, Yugoslavia.

Remarks. The species is distinctly different from H. sauteri Cresson from the Oriental Region having the dorsal half of the anepisternum with the dense velvety black microtomentum and forming a large round spot, the spot occupying the almost entire dorsal part of the anepisternum. In H. sauteri Cresson , the anepisternum has the grayish white microtomentum but without velvety black spots.
