Diagnosis. Male antenna with eight bipectinate flagellomeres. Pleuron brownish yellow with a conspicuous brownish black longitudinal stripe. Wing white, all cells with numerous pale gray clouds; Sc1 ending near midlength of Rs; basal section of CuA1 before fork of M. Clasper of gonostylus with five rostral spines.

Description. Male. Body length 4.7–5.4 mm, wing length 5.4–6.0 mm..

Head ( Fig. 22 View FIGURES 21 – 24 ). Brownish black, dusted with grayish white. Hairs on head brownish black. Antenna 1.1–1.3 mm long. Scape and pedicel brownish yellow, flagellomeres two to ten pale yellow with basal enlargements and branches brownish yellow, eleventh and twelfth flagellomeres brownish yellow. First flagellomere stout; flagellomeres two to nine inclusive with two branches, longest at fifth or sixth flagellomere and twice as long as corresponding flagellomere; tenth flagellomere with single branch nearly as long as corresponding flagellomere; eleventh flagellomere enlarged but not pectinate; terminal flagellomere elongate, exceeding penultimate. Proboscis brownish yellow with brown hairs; palpus brown with brown hairs.

Thorax. Generally brownish yellow, dusted with grayish white. Pronotum and prescutum brownish yellow. Scutum brownish yellow, middle area paler, each lobe with pale yellow spot. Scutellum brownish yellow, lateral border brownish black. Mediotergite brownish black except lateral part brownish yellow. Pleuron brownish yellow with a conspicuous brownish black longitudinal stripe extending from cervical region to base of abdomen. Hairs on thorax white. Coxae brownish yellow; trochanters pale brownish yellow; femora brownish yellow with tips darker; tibiae and tarsi dark brownish yellow. Hairs on legs brown. Wing ( Fig. 23 View FIGURES 21 – 24 ) white, all cells with numerous pale gray clouds; similar sized but slightly darker clouds at base of cell R, middle area of cell Sc, origin of Rs, fork of Sc, fork of Rs, tip of R1 and R2; veins pale brownish yellow, darker in clouded areas. Venation: Sc1 ending near midlength of Rs, Sc2 near its tip; basal section of CuA1 before fork of M. Halter 0.5–0.8 mm long, white with knob weakly infuscated.

Abdomen. Tergites and sternites brownish yellow. Hairs on abdomen white.

Hypopygium ( Figs. 24–27 View FIGURES 21 – 24 View FIGURES 25 – 27 ). Posterior margin of tergite 9 emarginate. Gonocoxite with single simple ventromesal lobe. Lobe of gonostylus arched at 2/3 length, suddenly narrowed to apical spine. Clasper of gonostylus, a large fleshy lobe; rostral prolongation small with five spines near midlength. Paramere with mesal-apical angle black. Female. Body length about 5.5 mm, wing length about 6.0 mm. Similar to male, but flagellomeres peachshaped. Cercus and hypogynial valve orange.

Type material. Holotype male ( CAU), Taiwan: Yilan, Yuanshan, Fushan Plant Park (635 m), 2010. XI. 12, Ding Yang. Paratypes 9 males 3 females ( CAU), same data as holotype.

Distribution. China ( Taiwan).

Etymology. The new species is named for Dr. Chen Wen Young, not only in honor of his great research on the systematics of crane flies, the Tipuloidea, particularly regarding to which from Taiwan, but also in appreciation for his much support and comments on this paper.

Remarks. This new species is somewhat similar to Rhipidia (Rhipidia) pulchra de Meijere, 1904 from Indonesia in having a similar patterning of the wing, but it can be separated from the latter by Sc1 ending near the midlength of Rs, the basal section of CuA1 before the fork of M, and the clasper of gonostylus with five rostral spines. In R. (R.) pulchra, Sc 1 ends just beyond the origin of Rs, the basal section of CuA1 lies at the fork of M, and the clasper of gonostylus has three rostral spines ( Brunetti 1912).
