Morphology. Holotype, ♀, body length 8.5 mm, fore wing length 6.9 mm ( Fig. 1 View FIGURES 1–9 ).

Head. Antenna incomplete, with 41 flagellomeres remaining; middle antennomeres 3.0 × longer than wide (9: 3); 3 rd antennomere 1.1 × 4 th (11: 10); 3 rd segment of maxillary palp of female 3.5 × longer than maximally wide (14: 4); 5 th segment 1.1 × length of 6 th (13: 12); width of face as long as face length and clypeus combined; width of face: height of eye = 2.3: 3.2; malar space 0.4 × as long as basal width of mandible (3: 7); basal width of mandible 0.5 × as long as hypoclypeal depression (7: 14); distance between tentorial pits 3.0 × distance between pit and eye (9: 3); in dorsal view, height of eye 1.55 × as long as temple (14: 9); in lateral view; width of eye 1.3 × as long as temple (14: 11) ( Fig. 4 View FIGURES 1–9 ); ocelli large, POL: OD: OOL = 2: 5: 3 ( Fig. 5 View FIGURES 1–9 ); distance between front and hind ocelli 0.7 × as long as OOL (2: 3) ( Fig. 5 View FIGURES 1–9 ); occipital carina complete but narrowly obliterated mediodorsally; face rugopunctate medially, with sparse striae laterally; frons flat, with sparse convergent striae laterally ( Fig. 5 View FIGURES 1–9 ); vertex and temple coriaceous.

Mesosoma. Length of mesosoma 1.5 × as long as high (72: 49); propleuron largely smooth, sparsely crenulate anteriorly; precoxal sulcus smooth; mesopleuron smooth; metapleuron rugo-punctate; notauli narrow and deep anteriorly, more or less flat posteriorly, with median carina between notauli ( Fig. 3 View FIGURES 1–9 ); mesoscutum smooth; scutellar sulcus wide, 0.4 × as long as scutellum (5: 13) with one medial carina; scutellum smooth; propodeum with median depression crenulate, rugo-punctate laterally ( Fig. 6 View FIGURES 1–9 ).

Fore wing. Pterostigma 5.0 × as long as wide (45: 9); vein r arising before middle of pterostigma; vein M+CU1 distinctly curved subapically ( Fig. 8 View FIGURES 1–9 ); vein 1-SR+M slightly curved apically; vein cu-a postfurcal, reclivious; 2-CU1 6.7 × longer than 1-CU1 (40: 6); SR1: 3-SR: r = 56: 36: 11; vein 2-SR 5.0 × 2-SR+M (20: 4); 1-CU1: cu-a: 2- CU1: 3-CU1= 6: 7: 40: 9 vein r arising far before middle of pterostigma; second submarginal cell elongate, basal length 3.8 × as long as its apical width (42: 11) ( Fig. 8 View FIGURES 1–9 ).

Hind wing. Vein M+CU 1.2 × as long as vein 1-M (29: 25); vein M+CU: 1-M: 1r-m = 29: 25: 15; vein 2- SC+ R subquadrate ( Fig. 9 View FIGURES 1–9 ).

Legs. Hind coxa smooth dorsally; length of hind femur: tibia: basitarsus: tarsus 1–5 = 49: 62: 38: 85; length of hind femur, tibia and basitarsus 6.1, 12.4 and 12.7 × as long as their width respectively; middle tibial spur curved and setose basally; apex of hind tibia with comb of specialized setae at inner side.

Metasoma. First tergite 1.7 × as long as apical width (44: 26); first tergite with median carina on basal 0.6 of tergite; 2 nd metasomal tergite with developed midbasal triangular area giving rise to sinuate striae ( Fig. 7 View FIGURES 1–9 ); 2 nd metasomal tergite 0.85 × shorter than medially long (30: 35), with indistinct midbasal triangular area giving rise to sinuate midlongitudinal carina, with irregular longitudinal striae; medial length of 2 nd tergite 1.2 × its basal width (35: 30); 2 nd tergite 1.4 × than 3 rd (35: 26); medial length of 3 rd metasomal tergite 0.7 × its basal width ( Fig. 7 View FIGURES 1–9 ); fourth tergite rugo-striate basally, punctate extremely apically; fifth-sixth tergites sparsely punctate; ovipositor smooth apically, with three ventral teeth subapically distal to apex ( Fig. 2 View FIGURES 1–9 ).

Coloration. Body yellow entirely, except median and lateral lobes of mesoscutum brown; stemmaticum black ( Fig. 5 View FIGURES 1–9 ).

Male. (Paratype): body length 6.5 mm, fore wing 5.4 mm, antenna with antennomeres; 3 rd segment of maxillary palp 1.6 × longer than maximally wide (13: 8); 5 th segment as long as 6 th segment ( Fig. 11 View FIGURES 10–12 ); width of face: height of eye = 1.9: 2.5; fore wing vein 2-SR 5.3 × 2-SR+M (16: 3); second submarginal cell of fore wing elongate, basal length 3.8 × as long as its apical width (42: 11); vein 2-SC+ R of hind wing subquadrate ( Fig. 12 View FIGURES 10–12 ).

Etymology. From “asper” (Latin for rough), because of rugulose-striate second-third metasomal tergites.

Biology. Unknown.

Distribution. NW Vietnam (Hoa Binh, Phu Tho).
