Diagnosis. Face brown except ventral margin blackish brown; arista blackish brown except paler basally; mesonotum brownish with two indistinct brownish yellow longitudinal stripes along dorsocentral rows disappeared before third post-sutural dorsocentral setae; hypandrium H-shaped, narrow in the middle and wide on both sides.

Description. MALE. Body length 5.7–6.0 mm, wing length 6.5–8.0 mm. FEMALE. Body length 5.4–5.6 mm, wing length 5.9–6.1 mm.

Head ( Fig. 41 View FIGURES 41–45 ) brownish yellow, with grayish white pruinescence. Face and parafacial with dense grayish white pruinescence, face brown except ventral margin blackish brown. Frons brownish yellow except anterior margin yellow (sometimes frons with one extremely narrow yellow longitudinal stripe extending to ocellar triangle), as long as wide and parallel-sided; ocellar triangle blackish brown, ocellar setae developed, almost as long as posterior fronto-orbital setae, anterior fronto-orbital setae reclinate, shorter than posterior fronto-orbital setae. Gena about 1/6 height of eye. Antenna brown, first flagellomere 1.6 times longer than high; arista blackish brown except paler basally, pubescent with longest setulae almost as long as 1/2 height of first flagellomere. Proboscis blackish brown, with white and black setulae; palpus black with black setulae.

Thorax ( Fig. 44 View FIGURES 41–45 ) blackish brown, with grayish white pruinescence. Anterior margin of mesonotum brownish yellow, with two indistinct brownish yellow longitudinal stripes along dorsocentral rows disappeared before third post-sutural dorsocentral setae. 0+3 dorsocentral setae; acrostichal setulae in six irregular rows, with a pair of strong acrostichal setulae, longer than first post-sutural dorsocentral setae; a pair of strong prescutellar setae, longer than first post-sutural dorsocentral setae and strong acrostichal setulae. One anepisternal seta, two katepisternal setae. Legs blackish brown, tibia yellow or brownish yellow at base, fore tarsi brownish yellow, mid and hind tarsomeres yellow. Fore femur with seven posterior dorsal setae, seven posterior setae and seven posterior ventral setae; fore tibia with one dorsal preapical seta and one strong apical ventral seta. Mid femur with five anterior setae; mid tibia with one strong dorsal preapical seta and one strong apical ventral seta. Hind femur with one preapical anterior dorsal seta; hind tibia with one dorsal preapical seta. Wing ( Fig. 42 View FIGURES 41–45 ) hyaline and yellow at base; costa with 2nd (between R 1 and R 2+3), 3rd (between R 2+3 and R 4+5), and 4th (between R 4+5 and M 1) sections in proportion of 8.3: 2.1: 1.5; r-m on middle of discal cell; ultimate and penultimate sections of M 1 in proportion of 3.6: 3.2; ultimate section of CuA 1 about 1/5 of penultimate. Haltere pale yellow, except knob brown.

Abdomen ( Fig. 45 View FIGURES 41–45 ) black, with grayish white pruinescence. Male genitalia ( Figs. 46–50 View FIGURES 46–50 ): syntergosternite with one membranous ventral process and circular, curved apically in lateral view. Epandrium as long as wide; surstylus cylindrical, separated from epandrium, with one small median process on posterior margin in lateral view; hypandrium H-shaped, narrow in the middle and wide on both sides. Postgonite shorter, nearly conical. Phallapodeme as long as 1/3-1/2 length of phallus; phallus without concavity apically, consisting of one dorsal sclerite and a pair of ventral sclerites, with many membranous spiny processes inside on apical 1/2 and one short claviform sclerotized structure.

Remarks. The new species is somewhat similar to Minettia (Minettiella) bawanglingica Shi & Yang from Hainan, but it can be separated from the latter in the mesonotum with two indistinct brownish yellow longitudinal stripes along dorsocentral rows disappeared before third post-sutural dorsocentral setae, with a pair of strong acrostichal setulae and two katepisternal setae; haltere pale yellow, except knob brown. In Minettia (Minettiella) bawanglingica Shi & Yang , mesonotum without stripe, with two pair of strong acrostichal setulae and one katepisternal setae; haltere yellow.

The new species is somewhat similar to Minettia (Plesiominettia) omei Shatalkin in the habitus and shape of surstylus, but it can be separated from the latter in the mesonotum with two indistinct brownish yellow longitudinal stripes; phallapodeme as long as 1/3-1/2 length of phallus; dorsum of phallus without acute process. In Minettia (Plesiominettia) omei Shatalkin , mesonotum without longitudinal stripe; phallapodeme extremely short, almost as long as 1/6 length of phallus; dorsum of phallus with one acute process.

Etymology. Latin, huangi , named after Keren Huang, the collector of the holotype.
