Type material examined. Holotype female in good condition, only posterior portion of wing folded, labelled: " KENYA 21-VII- 79 W. ROSSI" (handwritten), "F. MARA presso MARA BRIDGE" (handwritten), " HOLOTYPUS Leptopsilopa rossii nov. det. Canzoneri S. det Meneghini" (red, name handwritten), "MUSEO CIVICO DI STORIA NATURALE DI VENEZIA Materiale tipico descritto Inv. n. 04957"(orange, number handwritten) preserved in MCSNV.
Diagnosis. Length 1.7 mm. Basiflagellomere entirely yellow-reddish, scope and pedicel dark; arista with eight rays. Frons bluish-black, glossy. Face narrow, shining, bluish-black, marked by transverse striae, especially laterally; interantennal keel distinct, face in profile convex medially, otherwise limited by eye margin, two facial setae; gena very narrow (gena-to-eye ratio 0.125).
Mesonotum and scutellum black, with brown-blue reflection. Fore coxa, basal half of femur and tarsus yellow, the rest of fore femur and whole tibia black; mid and hind legs yellow, except black distal tarsomeres. Wings slightly darkened, especially along veins, second costal section very long; haltere yellow. Abdomen brownishblack shining with accented blue reflection.
Distribution. Kenya.
Remarks. The species is very similar or a synonym of Athyroglossa flavicoxa Stuke , which was described from Israel and Jordan (Stuke, 2012).
