Diagnosis. The new species is similar to A. pyungyangensis Park et Wu, 2003 . It differs from the latter in the sacculus with a triangular process at middle on the dorsal margin; and in the female genitalia by the lamella antevaginalis with length 1/2 of its width and arched outward laterally. In A. pyungyangensis , the sacculus lacks a process on the dorsal margin; the length of the lamella antevaginalis is 1/3 of its width, and the lateral margin is obtuse.

Description. Adult ( Fig. 3 View FIGURES 3–8 ). Forewing length 5.6−6.2 mm.

Head pale yellow. Antenna with scape dark brown on dorsal surface, pale yellow mixed with brown on ventral surface; flagellum yellow, annulated with pale brown. Labial palpus pale yellow, second palpomere dark brown on outer surface.

Thorax and tegula pale yellow, with scattered pale brown scales. Forewing ground color yellow, with scattered brown scales; costal margin dark brown along basal 1/4; short dark brown streak near base of dorsum; discal, discocellular and plical spots black; terminal dots black, ranging from distal 1/5 of costal margin along termen to tornus; fringe yellow, tinged with brown distally. Hindwing and fringe yellow, hindwing mixed with brown scales. Fore- and midlegs pale yellow on ventral surface, dark brown on dorsal surface; hindleg yellow, with dark brown scales on outer surface.

Male genitalia ( Fig. 17 View FIGURES 17–22 ). Uncus clavate, distal 1/3 slightly widened. Gnathos with mesial plate sub-triangular, bearing a large apical spine; basal arms relatively wide, banded, three times as long as mesial plate. Tegumen with posterior 2/5 trapezoidal, concave triangularly at middle on anterior margin, sclerotized laterally; lateral arm slender, banded. Valva almost uniformly wide in basal 3/5 except slightly narrowed at base, shrunk from basal 3/5 to 3/4, distal 1/4 largely inflated in fan-shape; costal margin with a narrow sclerotized edge; sacculus widely banded, slightly widened distally, reaching basal 3/5 of valva, setose distally, with a triangular process at middle on its dorsal margin; large U-shaped concavity beyond sacculus. Saccus stout, about 1/2 length of uncus, rounded at apex. Juxta sub-quadrate, slightly concave on anterior margin, convex medially on posterior margin. Aedeagus about 2/3 length of valva, tapered to rounded apex; cornuti consisting of a cluster of spinules, running from beyond basal 3/5 to near apex ( Fig. 17a View FIGURES 17–22 ).

Female genitalia ( Fig. 29 View FIGURES 29–33 ). Papillae anales setose, rounded on posterior margin. Apophyses posteriores about twice length of apophyses anteriores. Eighth tergum straight on posterior margin, eighth sternum convex medially on posterior margin. Lamella antevaginalis sub-rectangular, length about 1/2 width, arched outward laterally. Antrum with posterior half widened horizontally, narrowed at each end; anterior half narrow, parallel laterally. Ductus bursae membranous. Corpus bursae about twice length of ductus bursae, elongate oval; signum situated medially, consisting of a long, narrowly banded basal plate with two apically curved spines extending from middle.

Distribution. China (Anhui, Hebei, Henan, Liaoning, Shanxi, Tianjin).

Etymology. The specific epithet of the new species is derived from the Latin flabellatus, referring to the shape of the dilated distal 1/4 of the valva.
